Job Summary
Supports clinical improvement and population health initiatives by designing, developing, and maintaining advanced analytics, reporting, and automation tools. Works closely with leadership in the Population Health Services Organization (PHSO) to transform complex data into actionable insights that help the University of Maryland Quality Care Network (UMQCN) meet value-based care goals and achieve shared savings across payer contracts. Work is performed under limited supervision. Direct report to the Manager, Reporting & Analytics – Population Health.
Primary Responsibilities
The following statements are intended to describe the general nature and level of work being performed by people assigned to this classification. They are not to be construed as an exhaustive list of all job responsibilities performed.
· Design and maintain automated, scalable reporting solutions and dashboards to support clinical operations, regulatory compliance, and strategic initiatives.
· Translate clinical, business, and regulatory requirements into practical analytics solutions using tools such as SQL, SSRS, SSIS, and Tableau.
· Collaborate with cross-functional teams—including clinical, operational, and IT stakeholders—to ensure alignment of data needs and priorities.
· Conduct data mining and advanced analysis on large healthcare datasets (claims, eligibility, provider, lab, quality measures) to generate timely and actionable insights.
· Enhance data integration by incorporating new sources into data marts and optimizing ETL workflows; automate recurring processes and alerts to improve efficiency and reduce error.
· Standardize and document business and functional requirements, test scripts, and validation protocols to ensure data accuracy and solution reliability.
· Evaluate and track the impact of clinical programs and interventions, providing pre-/post-implementation analysis and return on investment (ROI) assessments.
· Represent the analytics team on medium to large-scale projects, acting as a liaison between technical and non-technical stakeholders.
· Contribute to process improvement initiatives and assist in onboarding new team members as needed.

Education & Experience - Required
· Bachelor’s degree in Business Administration, Health Informatics, Public Health, Computer Science, Data Science, or related field, or the equivalent combination of education, training, and experience.
· 5 years of experience working with healthcare data (e.g., Medicare, Medicaid, Commercial), regulatory reporting (e.g., NCQA, CMS), and supporting clinical or population health programs.
· 5 years of experience analyzing large-scale datasets such as claims, eligibility, provider, laboratory, and quality metrics.
· 7 years of experience in SQL development and relational database management.
· 5 years of experience building and maintaining ETL processes (e.g., SSIS, Informatica) and designing dashboards or reports (e.g., SSRS, Tableau).
· 5 years of experience gathering and documenting business and functional requirements, and performing data validation, functional testing, and regression testing.
· 5 years of experience working in Agile environments, including use of SDLC tools such as JIRA, and managing scheduled jobs and flat file exchanges (e.g., SQL Server Agent).
· Experience with enterprise collaboration tools (e.g., SharePoint, Confluence).
Education & Experience - Preferred
· Experience leading data or analytics initiatives.
· Familiarity with quality reporting programs (e.g., HEDIS, MIPS) and EHR systems (e.g., EPIC, Allscripts).
Knowledge, Skills, & Abilities
· Demonstrated ability to analyze complex healthcare datasets and develop actionable insights that support performance improvement and strategic goals.
· Advanced proficiency in SQL, relational databases, data warehousing, ETL tools (e.g., SSIS, Informatica), and business intelligence platforms such as SSRS and Tableau.
· Advanced skill engaging cross-functional stakeholders to understand business needs and translate them into effective data-driven solutions that align with organizational goals.
· Advanced skill creatively translating analytical findings into actionable insights.
· Ability to convey technical concepts to non-technical stakeholders.

Compensation
- Pay Range: $47.00-$70.54
