About the Role
SIDH currently operates through 23 vendor contracts across 16 suppliers. NeGD must consolidate these into 4 structured MSP contracts by March 2027. The Procurement & Contracts Manager owns the full procurement lifecycle on GeM and all contract management obligations.
Key Responsibilities
- Manage the end-to-end procurement process for all SIDH contracts on GeM — from scope design through RFP drafting, publication, evaluation, and award
- Draft and vet all four MSP RFPs (App Dev & Maintenance; Cloud & Infra; Call Centre; Cybersecurity/GRC)
- Maintain the complete contract register for all 23 existing and new contracts — tracking obligations, renewal dates, SLAs, and payment milestones
- Support budget tracking, payment verification, and utilisation certificate (UC) submissions in coordination with the Finance & Compliance Manager
- Ensure all procurement activity is compliant with GFR 2017, CVC guidelines, and GeM policies
- Coordinate with Department of Expenditure and GeM SPV on administrative and procedural matters
- Flag contract compliance risks, renewal deadlines, and audit observations to the Programme Director
What We Are Looking For
- GeM/GFR procurement experience is non-negotiable — must have hands-on experience drafting RFPs and managing contracts on GeM
- Understanding of government financial rules, CVC guidelines, and procurement compliance obligations
- Financially literate; comfortable maintaining budget trackers and reviewing payment schedules
- Experience managing multi-vendor contracts in a technology programme
Good to Have
- Exposure to large-scale IT procurement in government (MeitY, MEITY-adjacent or line ministry experience preferred)
- Familiarity with legal review and Ministry of Law vetting processes for government contracts
