Job Summary POSITION SUMMARY
This role is responsible for planning, organizing, coordinating, and executing a comprehensive County-wide communications and marketing program that promotes and supports key activities and initiatives. The position contributes to the development, optimization, and deployment of integrated strategies, leveraging technology and digital platforms to deliver effective messaging. By aligning internal and external communications, the role ensures that information is framed innovatively and reaches targeted audiences with clarity and impact.

Responsibilities ESSENTIAL DUTIES AND RESPONSIBILITIES
· Strategic Planning Assistance: Assists with directing the workflows to ensure smooth execution of internal and external communications in line with the County’s strategic plan, strategic anchors, guiding principles and in accordance with the vision of the Board of Commissioners.
· Content Development: Creates and implements processes for social media, website news, announcements, newsletters, and print media (brochures, flyers, etc.).
· Internal Communications: Connects employees to the brand through the County newsletter, engagement initiatives, and modernized communication delivery systems.
· External Communications: Assists with the management of the website, social media platforms and external public communications as directed. This includes but is not limited to working with external media and marketing firms and community stakeholders.
· Community Engagement: Coordinates County representation at community events, including logistics, staffing, and materials preparation.
· Event Planning: Develops annual employee event calendars and manages county-related event activities.
- Technology & Innovation: Assesses and recommends platforms to improve outreach and communication effectiveness.
· Brand Management: Serves as brand ambassador, ensuring consistent application across digital and traditional channels; develops and manages the County’s brand identity to broaden awareness of programs and services.
· Public Relations (PR): Designs and executes strategic PR and marketing plans; identifies media opportunities and story ideas as directed.
· Multimedia Production: Provides audio-visual services including photo, video, and audio production for training, and promotion.
· Social Media Management: Oversees, monitors, updates, and continuously improves engagement across multiple County social media outlets.
· Customer Service: Delivers exceptional support to internal and external stakeholders in alignment with York County policies and strategic plan.
· Other duties as assigned.
Essential Requirements
ESSENTIAL REQUIREMENTS
Requirements are representative of minimum experience, training, knowledge, skills and abilities.
- Bachelor’s degree in journalism, marketing/communications, mass communication, public relations or a closely related field.
- A minimum of five (5) years progressively responsible experience in marketing, public relations and/or community relations preferred.
- Demonstrated ability to implement marketing strategies and delivery mechanisms for diverse and broad constituencies.
- Experience developing and managing website content and social media accounts in a professional/business setting.
- Superior written and oral communication skills.
- Independent decision-making skills are required.
- Proficiency with Microsoft products, especially Publisher and PowerPoint.
- Experience in digital media and marketing.
- Videography and photography experience preferred.
- Ability to distill projects, accomplishments and messages into visually compelling graphics used for broad communications.
- Strong strategic messaging and public mindset.
- Event planning.
