Position Summary
We are seeking a Senior Grants and Contracts Analyst to provide expert-level support on the Professional Support Personnel Services (PSPS) contract with the Office of Family Assistance (OFA), Administration for Children and Families (ACF), U.S. Department of Health and Human Services (HHS).
In this senior role, you will apply advanced subject matter expertise to lead complex technical work across grant/contract/project management, oversight, research and evaluation, program integrity, dissemination & strategic communication, and budget activities. You will directly support TANF, HMRF, and Tribal Programs, driving process improvements and high-quality deliverables on high-impact federal human services initiatives.

Key Responsibilities
- Serve in senior-level team roles, providing expert assistance to project managers through advanced analysis, studies, report drafting, and process improvement initiatives.
- Expertly propose, implement, and lead processes for grantee performance review, including conducting check-in meetings, reviewing reports, analyzing data, and briefing OFA staff.
- Expertly review technical reports from grantees, assess quality and findings against federal standards, and deliver clear assessments to leadership.
- Design, execute, and oversee research and evaluation projects, then disseminate findings to support evidence-based program improvements.
- Propose, implement, and lead methods to track grant and contract activities, ensuring compliance with schedules and requirements.
- Develop and lead state-of-the-art dissemination and strategic communication strategies, including OFA website updates, social media, and e-blast campaigns.
- Propose, implement, and lead financial tracking processes, analyze cost data, and produce high-quality financial reports for leadership.
- Perform other duties as assigned with a high degree of professionalism and initiative.
Required Qualifications
- Master's degree (PhD preferred) in a relevant field.
- Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook).
- Strong written and verbal communication skills with excellent attention to detail.
- Proven ability to work independently with minimal supervision on complex projects.
Preferred Qualifications
- 10+ years of experience in grant/contract/project management, oversight, dissemination, strategic communication, or related technical support.
- At least 2 years of direct experience supporting OFA or similar HHS/ACF human services programs (highly preferred).
- Demonstrated expertise in proposing and leading process improvements on large-scale, complex federal projects.
- Strong background in grantee monitoring, data analysis, technical report assessment, and financial management.
Software Skills
- Required: Advanced proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook).
- Preferred: Experience with one or more of the following: Adobe Acrobat Professional, Adobe Creative Cloud, Tableau Creator, ArcGIS Pro, ArcGIS Online, Buffer, Hootsuite, TweetDeck, or SproutSocial.
