Position Overview:

The Mid-Level Procurement Specialist will play an essential role in supporting various programs, primarily focused on the U.S. Department of Justice (DOJ) initiatives such as the International Criminal Investigative Training and Assistance Program (ICITAP) and the Overseas Prosecutorial Development, Assistance and Training (OPDAT) program. This position is critical in providing specialized training, advisory services, and mentorship to international partners to enhance rule of law and human rights.

Key Responsibilities:

• Develop and manage procurement documentation, including Independent Consultant Agreements (ICAs), purchase orders, and modification orders.
• Assist in creating acquisition and source selection plans, ensuring compliance with internal and government procedures.
• Evaluate proposal submissions and engage in negotiations to achieve favorable outcomes.
• Establish and maintain supplier relationships, facilitating bids and securing purchase orders.
• Conduct compliance file reviews for government audits, ensuring adherence to regulations.
• Collaborate across departments, particularly with finance and accounting, for effective invoice and job cost management.
• Assist in drafting and negotiating agreements, ensuring they meet organizational and regulatory standards.
• Maintain records and participate in small business outreach activities, supporting organizational goals.
• Champion cost management by monitoring project budgets and resolving issues with stakeholders.
• Close out purchase orders and manage post-award administration efficiently.

Minimum Requirements:

• Bachelor's degree in business administration or a related field, with a minimum of three years of relevant experience in procurement or subcontract administration.
• Strong communication and negotiation skills, coupled with proficiency in Microsoft Office and related software.

Preferred Skills:

• Experience with Costpoint or similar ERP systems.
• Familiarity with various contract types and process improvement methodologies.
• Background in specialized fields such as Construction, Engineering, or Independent Consultant agreements.

Work Environment

This position requires presence in the DC metro area with a hybrid work structure (2-3 days in the office). Some travel may be necessary. Our office is located in downtown DC.

Compensation

Competitive salary range of $65,000 to $75,000, commensurate with experience and qualifications, along with a comprehensive benefits package, including health insurance, retirement options, and paid time off.
