Job Description
INTRODUCTION
Under the supervision of the CERPO, the Health Services Administrator (HSA) shall provide comprehensive administrative and operational oversight to the Unity Health Care Department of Corrections (DOC) operations, which includes the Central Detention Facility (CDF), Central Treatment Facility (CTF), and the Central Cell Block (CCB) as delineated by Unity Health Care and as specified herein.
MAJOR DUTIES/ESSENTIAL FUNCTIONS
- Provides operational leadership within the Department of Corrections, ensuring efficient, compliant, and consistent operations aligned with organizational goals.
- Communicate and collaborate with DOC security, operations, and administrative leadership to support efficient and effective operations.
- Partners closely with Unity’s DOC Medical Director, department leaders, and Unity community leaders to develop practices that align with Unity community processes and practices, where applicable.
- Implements and monitor systems and procedures that promote safety, quality, risk mitigation, and operational excellence within a high-acuity correctional setting.
- Partners with Finance leadership to support operational analyses, program evaluation, and budget development, with attention to cost control and performance optimization.
- Assist the leadership team to ensure full operational compliance with federal, state, and local regulations; NCCHC and ACA accreditation standards; licensing requirements; and DOC contractual obligations.
- Maintains contact with officials in various Federal, District, State, and private health care agencies, and employee representatives from District agencies having concern for the health care of the DOC residents.
- Oversee discharge planning services that support population health initiatives and continuity of care during intake, incarceration, and reentry into the community. Partner with Unity community sites, DOC and the DC Department of Health Care Finance to find opportunities to support and enhance improved discharge planning, including potential Medicaid funding.
- Oversee medical records/health information management systems (HIMS), IT personnel, and referral specialists to support operations that support quality care, care coordination, and contract compliance.
- Develop, monitor, and report key operational performance indicators related to access, efficiency, cost, service delivery, compliance, and site-level outcomes.
- Oversee pharmacy and radiology departments, working closely with managers and staff
- Collaborate with the QI department on activities to improve services and meet compliance objectives
- In collaboration with the Department Directors, develops, implements, and revises departmental operational plans.
- Develops and implements effective techniques to assure that the operations and administration support the provision of quality care.
- Coordinates monthly inspection of the health center to evaluate needs with regards to environmental/cleanliness/infection control practices, assessment of medical/dental/nursing/equipment, and supplies/material management to assure compliance in the provision of care.
- In collaboration with Clinical, Medical, and Administrative staff, develops a system to assure reasonable stock levels to maintain order and reorder supplies
- Develops processes to assure compliance with ACA, NCCHC, and DOH standards of care.
- Annually, in collaboration with Department Directors, develops a plan to monitor, review, and revise processes to assure compliance.
- Assures that appropriate staffing plans are reviewed, revised, and implemented on a monthly basis.
- Meets with the respective Wardens on a monthly basis, at a minimum, to assess needs, discuss issues/concerns, and establish strategies to appropriate inmate care is rendered.
- Confers with the appropriate Administrative and Clinical staff to assure needs of DOC, Residents, and staff are met.

MINIMUM QUALIFICATIONS
- 5–8 years of progressive healthcare experience, including at least 3–5 years in a leadership or supervisory role.
- Strong preference for experience in correctional healthcare or similarly regulated healthcare environments.
- Demonstrated experience supporting compliance with state, local, and federal regulations, as well as accreditation standards (e.g., NCCHC, ACA).
- Proven ability to manage operations within a secure or high-acuity environment while maintaining quality of care and compliance.
- Strong leadership, organizational, communication, and problem-solving skills, with the ability to manage multiple priorities in a fast-paced setting.

Physical and Work Environment Requirements:
Work is performed in a secure correctional healthcare setting that is adequately lit, climate-controlled, and ventilated. The role involves regular interaction with staff at all levels of the organization, as well as individuals within a correctional environment. This position is primarily sedentary and based in an office setting, with no routine requirement for heavy lifting. The role requires extended periods of sitting, frequent use of hands and fingers for computer and administrative tasks, and the ability to communicate effectively, including speaking and hearing. Specific vision abilities include close vision and the ability to adjust focus. The position demands strong critical thinking, sound judgment, and organizational skills. The incumbent must be able to manage multiple priorities, respond effectively in a fast-paced and potentially high-stress environment, and always maintain professionalism. Adherence to all organizational and departmental policies, procedures, and security protocols is required.
