Job Description

The National Automatic Sprinkler Industry (“NASI”) Welfare and Pension Funds (“Funds”), located in Landover, Maryland, are seeking an experienced Manager of Human Resources and Office Services to establish and lead a newly created Human Resources function for the Fund Office. This fully onsite role reports to the Executive Director and will be responsible for developing and administering HR policies and practices, overseeing recruiting and onboarding, supporting employee relations and providing ongoing guidance to managers and supervisors, in addition to making recommendations for best utilizing the existing office space.

The workforce includes both collectively bargained and non-union employees. The ideal candidate will bring sound judgment, strong communication skills, and a practical, hands-on approach to building HR infrastructure and ensuring policies and procedures are applied consistently across departments in a professional office environment.

The Fund Office administers eight (8) multiemployer plans consisting of defined benefit, defined contribution and health plans, as well as education and training funds covering more than 20,000 active and retired plan participants. The NASI workforce, or Sprinkler Fitters, install, repair, and maintain fire sprinkler systems in industrial, commercial, and residential buildings to protect lives and property. Responsibilities

Key responsibilities of the position include, but are not limited to:

  • Human resources leadership and policy administration: Establish, implement, and maintain human resources policies, procedures, and practices for the Fund Office, ensuring they are clearly documented, communicated, and administered consistently across departments.
  • Monitor application of workplace policies for a predominantly collectively bargained workforce and work with supervisors and leadership to promote fair, consistent handling of employee matters such as attendance, leave requests, and other personnel issues across teams.
  • Job description development and maintenance: Develop, review, and maintain accurate job descriptions for Fund Office positions, partnering with department leaders to ensure duties, qualifications, reporting relationships, and expectations are current and clearly defined.
  • Recruiting and hiring: Lead and coordinate recruiting efforts, including posting positions, screening candidates, supporting the interview process, facilitating selection decisions, and helping to build efficient, consistent hiring practices across the organization.
  • Oversee onboarding for new employees to promote a smooth transition into the organization, including coordination of orientation, required documentation, training support, and communication of workplace policies and expectations.
  • Supervisor coaching and employee relations: Coach supervisors and managers on employee performance issues, documentation, corrective action, and other workplace matters, helping to strengthen supervisory practices and support a fair, respectful, and consistent employee experience.
  • HR compliance and records management: Help ensure employment practices, personnel records, and HR processes comply with applicable laws, regulations, collective bargaining obligations, and internal policies; maintain appropriate documentation and recommend updates as requirements evolve.
  • Cross-functional consistency and process improvement: Assess current HR-related practices across departments, identify inconsistencies, and implement practical improvements so that policies and procedures are applied in a more standardized and effective manner throughout the organization.
  • Organizational planning and communication: Support leadership in communicating HR policies and workplace expectations to staff and provide thoughtful, strategic input on workplace needs, and related planning considerations.
  • Collaboration and special projects: Partner with the Executive Director and department leaders on human resources initiatives and special projects that strengthen operations, improve the employee experience, and support the Fund Office’s long-term goals.
  • Strategic use of office space: The Funds own their building and are interested in getting the most from their real estate investment. The Manager of Human Resources and Office Services will serve as the liaison between Fund Office staff and building management on all building related issues and notify building management when repairs are needed. They will also be the NASI point person for all building related projects.

Requirements

The ideal candidate will meet the following requirements:

  • At least 5 years of progressively responsible human resources experience
  • Prior experience in an HR leadership or standalone HR role, particularly in settings where HR policies and practices were being created, formalized or significantly improved.
  • Bachelor’s degree or commensurate relevant work experience required. Advanced degree or certifications (e.g., PHR, SPHR, SHRM-C) preferred.
  • Direct experience in a collectively bargained work environment is highly valued. The ability to interpret and apply policies and practices consistently is important.
  • Experience creating, implementing, and documenting HR policies, procedures, and job descriptions, ideally in an environment where HR practices were being established or formalized.
  • Strong judgment, discretion, and ability to handle sensitive employee matters professionally and confidentially
  • Ability to build effective working relationships with executives, managers, supervisors and staff across departments.
  • Working knowledge of federal, state and local employment laws and HR compliance requirements.
  • Ability to juggle multiple priorities.
  • Team player, highly organized with the ability to motivate others to be organized.

The Funds offer a competitive salary range of $110,000 - $130,000 commensurate with experience and a comprehensive benefits package that includes fully employer-paid health coverage, retirement benefits, and paid time off, among other benefits.
