Job Description

Job Title: Oracle EBS Technical Lead

Location: Washington, DC

Type: Contract To Hire

Responsibilities

  • Responsible for Oracle EBS technical architecture, integrations, and enhancements. Manages APIs, interfaces (IPP, Treasury, Travel, G-Invoicing), and system customizations.
  • Leads development, bug fixes, and deployment activities. Supports integration with external systems and ensures data flow integrity.
  • Works with Oracle vendor for SRs, patches, and upgrades.
  • Manage integrations with EOL, APS, ERS, IPP, ETSNext/Go.Gov, ELMS, AMS, SPS, CIR, DATA Act, CMS.
  • Maintain interface jobs, APIs, and batch processes.
  • Troubleshoot data failures and reconciliation issues.
  • Support data exchange validation across systems.
  • Coordinate interface changes and upgrades.
  • Implement NIST 800-53 controls and support FISMA / FISCAM audits.
  • Manage access controls and monitor audit logs.
  • Support ATO documentation and perform vulnerability remediation.
  • Ensure compliance documentation.
  • Manage Oracle EBS environment including applying patches (CPU updates), performing backup & recovery (RMAN), optimizing performance, supporting deployments, maintaining DR/COOP readiness, monitoring system health, troubleshooting issues, maintaining configurations, and supporting upgrades.

Requirements

  • Oracle EBS technical stack (PL/SQL, APIs, interfaces with IPP, Treasury, Travel systems, ETSNext/Go.Gov, ELMS, AMS, SPS, CIR, Data Act, ComprizonSuite/CMS).
  • Experience with AWS-hosted applications.
  • Knowledge of NIST 800-53, FISMA / FISCAM, Oracle security, IAM / access control, audit readiness.
  • Strong background in integration development, API management, patch upgrades, interface troubleshooting, code deployment, performance tuning, SR handling, and data fixes.
  • Ability to maintain documentation and provide release support.
  • Manage integrations with multiple systems, troubleshoot data failures, support data validation, and coordinate changes/upgrades.
  • Implement security controls, support audit processes, manage environment patches, backups, performance, system health, and perform necessary system troubleshooting and upgrades.
