Description
This position is a High Frequency (HF) Project Manager (Contractor) role in support of the Department of State (DoS) Vanguard 2025 Program. The HF Project Manager is responsible for providing project management support to the Radio Programs Branch (RPB) for HF radio systems, including the planning, coordination, execution, and sustainment of HF communications initiatives supporting global overseas operations. The role ensures HF systems are delivered, installed, and maintained in accordance with operational requirements, timelines, and compliance standards.
This is a part time casual position with less than 30 hours/week. Role requires onsite work in Springfield, VA and up to 20% travel.
Description of Duties:
- Limited travel worldwide (1 to 2 times per year for surveys or installations per SAIC policy, with the understanding any requirement for additional deployments will be determined by GTC and Contracting Management), including high-risk, danger, and contingency environments.
- Coordinate and manage HF radio system deployments, upgrades, and sustainment activities across overseas and domestic locations.
- Track project schedules, milestones, and deliverables to ensure timely execution and alignment with Government priorities.
- Support procurement planning, equipment staging, logistics coordination, and shipment of HF communications equipment.
- Assist with frequency coordination and ensure compliance with spectrum management policies and regulations.
- Ensure adherence to communications security (COMSEC) requirements and secure communications protocols.
- Identify risks and develop mitigation strategies impacting cost, schedule, and performance.
- Provide status updates, reports, and briefings to Government leadership and stakeholders.
- Support contingency operations and short-notice taskings requiring rapid deployment or reallocation of HF resources.
- Assist with documentation development, process improvement, and training support to enhance program efficiency and sustainment.
Qualifications
Required Education & Experience:
- Bachelors degree in Electronics, Communications, Engineering, or related field with 15 years of experience; masters and 13 years; may accept additional experience in lieu of degree.
- Minimum 5 years of experience supporting RF communications, HF radio systems, or similar telecommunications programs.
- Knowledge of HF radio systems, RF theory, and propagation principles.
- Experience with project management in a Government, DoD, or DoS environment.
- Ability to manage multiple priorities in a fast-paced operational environment.
- Strong coordination skills across technical, logistics, and stakeholder teams.
- Ability to work independently and provide proactive solutions to complex challenges.
- Strong written and verbal communication skills for reporting and stakeholder engagement.
Required Clearance:
- US Citizenship and active top secret clearance.

- Familiarity with spectrum management processes and tools.
- Knowledge of COMSEC procedures and secure communications systems.
- PMP or equivalent project management certification.
