Position Summary
MSPS is looking to hire a Project Lead / Manager professional. This position provides construction management, project oversight, and technical coordination support for Defense Health Agency (DHA) Facilities Enterprise healthcare facility projects. The selected candidate will support Military Construction (MILCON), Unspecified Minor Military Construction (UMMC), healthcare modernization, and special project initiatives from planning through activation and occupancy. This position serves as a key liaison among DHA leadership, NAVFAC, USACE, contractors, architects, engineers, and facility stakeholders to ensure projects are delivered on schedule, within budget, and in accordance with design intent and regulatory requirements. This position is contingent upon contract award.
Duties/Responsibilities
- Provide construction management and project oversight support throughout planning, design, construction, commissioning, activation, and post-occupancy phases.
- Monitor project schedules, milestones, budgets, and overall project performance.
- Coordinate project activities among DHA, NAVFAC, USACE, contractors, architects, engineers, and healthcare facility personnel.
- Review Engineering Change Proposals (ECPs), Requests for Information (RFIs), construction submittals, and commissioning documentation.
- Assist with development and maintenance of integrated project schedules and project tracking tools.
- Support project risk identification, mitigation planning, and issue resolution efforts.
- Participate in design reviews, construction meetings, commissioning activities, Red Zone meetings, punch list inspections, and turnover activities.
- Monitor construction progress and provide recommendations to DHA leadership regarding project performance and corrective actions.
- Assist with project closeout activities, turnover documentation, warranties, operation and maintenance manuals, and as-built documentation.
- Support facility activation and occupancy readiness activities.
- Prepare reports, briefings, schedules, meeting minutes, and project documentation.
- Maintain project records and documentation in accordance with contract requirements.
- Review and interpret construction drawings, specifications, RFIs, submittals, engineering calculations, and project schedules.
- Regular travel to military treatment facilities, project sites, and active construction environments.
- Conduct facility inspections, site visits, and construction walkthroughs.
- Review detailed construction and engineering documentation.
- Review technical drawings, schedules, specifications, and project documentation.
- Other duties as assigned.
Minimum Requirements
Education and Industry Experience
- Bachelor's degree in Construction Management or Engineering.
- Minimum five (5) years of healthcare construction management experience.
- Minimum one (1) year supporting NAVFAC and/or USACE medical facility projects.
- Experience supporting hospitals, clinics, medical research facilities, laboratories, or healthcare campuses.
- Experience supporting projects through planning, design, construction, commissioning, and activation phases.
Knowledge, Skills, And Abilities
- Knowledge of construction management principles, project controls, scheduling, quality assurance, and risk management.
- Understanding of healthcare facility construction and operational requirements.
- Working knowledge of UFC requirements, NFPA standards, OSHA regulations, ADA/ABA requirements, and Joint Commission expectations.
- Knowledge of Total Building Commissioning (TBCx) processes.
- Familiarity with project management and construction management software systems.
- Strong project coordination, organizational, and leadership skills.
- Excellent written and verbal communication abilities.
- Ability to manage multiple priorities and deadlines.
- Proficiency with Microsoft Office Suite including Word, Excel, PowerPoint, Outlook, and Project.
Certifications/Licenses/Other
- Certified Construction Manager (CCM) preferred.
- Project Management Professional (PMP) certification preferred.
- OSHA 30-Hour certification preferred.
- Must be eligible to obtain and maintain any required credentials, clearances, licenses, or authorizations associated with the worksite or contract.
Work Environment
- Primarily office-based within DHA Facilities Enterprise offices located in Falls Church, Virginia.
Physical Demands
- Prolonged periods of sitting and computer use.
- Ability to lift and carry up to 25 pounds occasionally.
