Job Description

Location: Chard

The Regional Privacy Consultant works in collaboration with the Director, Privacy, Patient Access, and Records to advance the awareness and compliance of Privacy legislation across the region and to reduce additional risks to Royal Victoria Regional Health Centre as the Health Information Network Provider (HINP) of the CARE4 project.

Privacy Compliance

  • Oversees maintenance and use of privacy policies/procedures, agreement forms, notices & communication material for the region
  • Key contact for staff, physicians, legal counsel, external agencies related to privacy matters across the region
  • Leads high‑level investigations, including conducting audits on access as well as reviewing and interpreting audits from other departments and recommending breach levels to the Director; reports to IPC where appropriate; discloses breach to patients and staff where appropriate
  • Participates in mediation, arbitration, IPC investigations
  • Reviews and approves all internal and external requests for remote access to electronic patient records, requests for corrections from patients
  • Administrator for the regional Privacy Auditing Tool

FIPPA

  • Oversees all FIPPA requests received by the Regional Privacy Office
  • Works with site contacts to coordinate release of records (patient and business related)
  • Monitors and mitigates any negative impact on release (e.g., legal proceedings, negative media relations)
  • Participates in mediation, arbitrations, IPC investigations

Education

  • Establishes and delivers regular training and education on Privacy compliance
  • Establishes and delivers regular training and education on other legislative compliance
  • Creates and maintains all mandatory education in internal learning systems (e.g., LMS, Surge) relevant to the role
  • Provides ad‑hoc departmental and other organizational training as required

Data Sharing, PIA, Contract Review and Research

  • Conducts privacy impact assessments for projects, space planning, patient processes to ensure compliance with legislation on behalf of the region
  • Monitors incident management system with Privacy events for accurate trending and reporting on behalf of the region
  • Reviews data sharing agreements for privacy compliance
  • Serves as an alternate member on the Research Ethics Board

Trending, Reporting and Presentations

  • Monitors, analyses, and trends across the region
  • Benchmarks with other sites and health authorities to assess metric standards
  • Prepares reports to regional leaders and Board of Directors, including attestation to ensure compliance with Shared Service Alliance Agreement, legislative compliance, accreditation standards, and governance requirements
  • Works closely with leaders across the region to ensure they meet compliance requirements, escalating to the Director as necessary
  • Stays up to date with changing legislation to coordinate organization compliance

Education Requirements

  • 4‑year post‑secondary school or equivalent in a relevant field
  • Certified Information Privacy Technologist (CIPT) preferred
  • Graduate of a privacy law program an asset

Experience Requirements

  • Minimum two (2) years of relevant privacy experience within one of the partner sites or equivalent preferred
  • Detailed understanding of laws, regulations and guidelines pertaining to Privacy, PHIPA and FIPPA
  • Experience required to troubleshoot privacy concerns
  • Knowledge and experience in information privacy laws, access, release of information, and release control technologies
  • Experience in policy development
  • Ability to establish collaborative working relationships
  • Strong client focus
  • Able to exercise tact, courtesy, flexibility, patience and sound judgment in relations with stakeholders
  • Ability to use conflict‑resolution tools and de‑escalation techniques
  • Strong project management, research and analytical skills
  • Able to communicate effectively both orally and in writing
  • Demonstrated ability to handle sensitive issues and maintain confidentiality
  • Decision making and time management
  • Works independently with limited supervision, handles a heavy workload and meets short timelines

Other Requirements

  • Familiarity with PHIPA, PHA, FIPPA
  • Experience in MS Office, Excel, MS Publisher and Meditech mandatory
