Overview
I am currently looking for a Financial Analyst (Intermediate Level) to support one of our Government of Canada clients on a 4-year contract with one (1) option year.
This role will support a federal organization providing technical, engineering, and investigative services, requiring strong financial oversight, cost-recovery tracking, and contract management support.
The selected resource will work closely with internal stakeholders and project coordinators to support financial operations, including invoicing, cost recovery, service agreements, and financial reporting.
Project Background
The client provides a wide range of technology-based test and investigative services to support federal departments and agencies in engineering and operational decision-making throughout all phases of materiel acquisition and support.
Services include:
- Technical advice and consultation
- Material evaluation and investigation
- Measurement science and calibration
- Engineering analysis across mechanical, electrical, and applied sciences
Financial operations play a critical role in enabling a cost-recovery model and service delivery across multiple internal and external stakeholders.
Work Location & Conditions
The Contractor’s resource may perform work at the following locations:
- On-site at a federal facility in Gatineau, Quebec
- On-site at alternative Government of Canada facilities within the NCR, as required
- Remotely using a Government-issued secure laptop
The resource will:
- Primarily work on-site three (3) days per week
- Be required to work up to five (5) days on-site as needed
Key Responsibilities
- Support the development and maintenance of Service Level Agreements (SLAs), Memorandums of Understanding (MOUs), and service contracts
- Perform financial analysis and cost-recovery tracking, including invoicing and budget forecasting
- Liaise with internal and external stakeholders to support cost-recovery activities
- Prepare, issue, and manage client invoices, including documenting acceptance and approvals
- Maintain and update financial tracking systems, databases, and documentation related to invoicing and funding forecasts
- Provide support for financial reporting, reconciliation, and audit readiness
- Utilize tools such as Excel, Power BI, and collaboration platforms to analyze and present financial data
- Support ongoing financial operations and administrative processes within a structured federal environment
Mandatory Requirements
MT.1 – Service Level Agreements (SLAs)
Must demonstrate a minimum of 12 months of experience within the last 60 months developing and maintaining SLAs.
MT.2 – Agreements and Contracts
Must demonstrate a minimum of 24 months of combined experience within the last 60 months developing and maintaining at least one of the following:
- Memorandums of Understanding (MOUs)
- Service Contracts
MT.3 – Stakeholder Liaison & Cost Recovery
Must demonstrate a minimum of 24 months of combined experience within the last 60 months supporting financial and cost-recovery activities, including:
- Identifying and contacting clients for cost recovery
- Liaising with stakeholders to determine and document cost-recovery amounts
MT.4 – Invoicing and Financial Administration
Must demonstrate a minimum of 24 months of combined experience within the last 60 months performing all of the following:
- Preparing and issuing client invoices
- Obtaining and documenting client acceptance
- Maintaining databases related to cost recovery, invoicing documentation, and multi-year forecasts
MT.5 – Microsoft Office Tools
Must demonstrate either:
- 24 months of experience within the last 60 months using Microsoft Office (Word, Outlook, Excel, PowerPoint), OR
- Completion of formal Microsoft Office training plus 12 months of experience
MT.6 – Tools and Technologies
Must demonstrate a minimum of 12 months of experience within the last 60 months using:
- A data visualization tool (e.g., Power BI)
- A PDF editing tool
- A web-based collaboration tool
Education & Experience Requirements
- University degree (undergraduate, graduate, or PhD) OR
- College / CEGEP diploma or certificate
- Relevant professional certification is considered an asset
Experience Levels
- Senior (Level 3): 95+ points
- Intermediate (Level 2): Minimum 70 points (target level for this role)
- Junior (Level 1): Minimum 50 points

- 6–8 years: 35 points
- 8–10 years: 50 points
- 10+ years: 60 points
