Senior DevOps / Cloud Engineer

We are seeking a highly accomplished Senior DevOps / Cloud Engineer to take complete technical ownership of the infrastructure design, automation, and security engineering for a critical provincial Digital Correspondence solution. In this role, you will build and protect the foundational cloud-native, event-driven landing zones required to securely process, store, and transmit sensitive patient correspondence records. Operating at the high-stakes intersection of cloud security engineering and clinical interoperability, you will build robust continuous delivery pipelines, enforce zero-trust identity architectures, and automate compliance guardrails to safely manage Protected Health Information (PHI) at an enterprise scale.

Location: Toronto, ON (Hybrid - Up to 5 days onsite, subject to hiring manager's discretion)

Duration: 5-month contract.

Responsibilities

Infrastructure as Code (IaC) Engineering: Architect, provision, and manage scalable cloud environments using advanced IaC practices, utilizing AWS CloudFormation and AWS CDK driven by Python and Node.js.

CI/CD Pipeline Automation: Design, build, and secure automated continuous integration and continuous deployment pipelines (utilizing GitHub Actions, AWS CodePipeline, and Jenkins) embedded with automated security scanning tools.

Clinical Repository Administration: Deploy, scale, and secure high-availability health data networks and specialized FHIR repositories, explicitly maintaining integrations across Smile CDR and AWS HealthLake.

Identity & Access Governance: Design and implement rigid identity architectures, configuring fine-grained permissions, secure service roles, and access parameters utilizing OpenText NetIQ IAM alongside native cloud IAM services.

Healthcare Compliance & Privacy Safeguards: Formulate and enforce technical safeguards to preserve data integrity and guard against unauthorized access, keeping environments completely compliant with healthcare frameworks like PHIPA and HIPAA.

Serverless Ecosystem Optimization: Oversee the deployment, networking, and performance tuning of highly available, event-driven serverless architectures, including AWS Lambda microservices, API Gateways, and streaming message queues.

Observability & Resiliency Engineering: Establish comprehensive centralized logging, alerting, and monitoring frameworks (such as AWS CloudWatch, Datadog, or Splunk) to track system telemetry and guarantee application uptime.

Environment Provisioning & Release Management: Coordinate the orchestration, isolation, and workload assignment of non-production and production staging environments across multi-disciplinary technical squads.

Technical Leadership & Documentation: Provide infrastructure direction and mentorship to delivery teams, translating complex functional needs into rigorous physical infrastructure specifications and reference architecture diagrams.

Qualifications

Core DevOps Seniority: 8+ years of progressive professional experience in cloud systems engineering, site reliability, or automation architecture within large, complex IT environments.

Advanced IaC Mastery: Proven hands-on expertise building and managing complex cloud footprints through AWS CloudFormation and AWS CDK (proficient in both Python and Node.js codebases).

Robust Pipeline Automation Skills: Deep experience constructing and securing end-to-end CI/CD infrastructure pipelines via GitHub Actions, AWS CodePipeline, or Jenkins.

Healthcare Compliance Domain Depth: Direct professional experience managing cloud environments housing sensitive PHI under strict healthcare privacy frameworks (PHIPA or HIPAA).

FHIR Repository & Provincial Asset Experience: Practical, hands-on infrastructure experience supporting clinical interoperability storage systems, specifically Smile CDR and AWS HealthLake platforms is strictly required.

Enterprise Identity Access Acumen: Verified, direct experience integrating, configuring, or supporting OpenText NetIQ IAM infrastructure networks.

Serverless & Container Infrastructure Literacy: Deep knowledge of scalable microservices layers (AWS Lambda, API Gateway) and container orchestration tools (Docker, Kubernetes/Amazon EKS).

Scripting Fluency: Strong proficiency in automation scripting across Python, Bash, or JavaScript/TypeScript.

Public Sector Mandate: Proven professional experience executing enterprise DevOps or cloud delivery tracks within a Canadian public sector framework is strictly required.

Soft Skills: Outstanding consultative, critical-thinking, and analytical problem-solving abilities, with an established background leading technical initiatives and managing stakeholder expectations under strict project deadlines.

Highly Preferred Assets:

Active elite cloud credentials, such as the AWS Certified DevOps Engineer – Professional or AWS Certified Security – Specialty certifications.

Foundational familiarity with Chaos Engineering and resiliency prototyping tools (such as AWS Fault Injection Simulator).
