Job Description

Purpose

Pyxera Global, a US-based non-profit organization (more information below), seeks a locally based consultant in Richmond, Virginia to conduct a community ownership assessment of the circular economy supply chain across the greater Richmond region, with a focus on R-X (repair, reuse, refurbishment, remanufacturing, recycling) activities.

This consultancy is part of the Circular Supply Chain Coalition (CSCC; www.circularsupplychain.org). The CSCC mobilizes industry, government, and communities to recover, reintegrate, and secure critical materials from products and materials in circulation and in our landfills. Pyxera Global serves as Secretariat of the CSCC.

The consultant will apply and localize Pyxera Global’s existing assessment tools to map the ecosystem of local actors and evaluate how participation, access, and value distribution function across the system.

Scope of Work

The consultant will:

  • Map the ecosystem of R-X actors across the greater Richmond area, including small and medium-sized businesses, nonprofits, municipal/county agencies/programs, and informal or community-led initiatives;
  • Conduct at least 35 stakeholder engagements (interviews, site visits, or small group discussions) with representatives across this ecosystem, ranging from B2B ITAD and recycling firms to solid waste management operators to grassroots repair or reuse initiatives;
  • Analyze relationships, flows, and network dynamics between actors, including collaboration patterns and fragmentation;
  • Assess power dynamics within the ecosystem, including which actors hold influence, access to resources, and decision-making authority;
  • Identify barriers to participation in circular economy activities, with a specific emphasis on underserved or marginalized communities;
  • Evaluate where opportunities exist to expand more inclusive participation and local value retention;
  • Apply and adapt Pyxera Global’s community ownership and ecosystem assessment frameworks to reflect local conditions.

Timeline

  • May–September: Fieldwork, stakeholder engagement (35+ engagements), and initial analysis
  • October - November: Validation and refinement of findings through at least two community workshops, conducted in coordination with Pyxera Global
  • 30 November 2026: Final synthesis, packaging, and submission of findings to Pyxera Global

Deliverables

  • Ecosystem map of R-X actors in the Richmond region
  • Stakeholder engagement summary (35+ engagements)
  • Analysis of network relationships, power dynamics, and participation barriers
  • Identification of key gaps and opportunities for more inclusive circular economy participation
  • Workshop materials and facilitation support (minimum two sessions)
  • Final summary report and presentation of findings for stakeholder dissemination

Qualifications

The consultant(s) must demonstrate:

  • Based in or with strong familiarity with Richmond and the surrounding regional ecosystem
  • Demonstrated experience conducting stakeholder mapping, ecosystem assessments, or community-based research
  • Proven ability to lead semi-structured interviews and field engagements with diverse stakeholders, including SMBs, nonprofits, and public sector actors
  • Familiarity with circular economy, repair/reuse/remanufacturing/recycling (“R-X”) systems; e-waste or ITAD experience preferred
  • Strong analytical and facilitation skills, including assessing relationships, power dynamics, equity barriers, and supporting multi-stakeholder workshops
  • Strong project management and communication skills, with the ability to independently coordinate outreach and deliver concise, actionable findings and recommendations

Reporting

The consultant will report directly to a designated Pyxera Global’s Client Manager and coordinate regularly with the Pyxera Global team.

Remuneration

This is a part-time consultant position with an estimated immediate start date and up to 125 - 150 hours anticipated. Pay will be based on past experience, the type of work required for this position, and prevailing local market rates for similar work.
