The Prince George’s County Office of Finance is currently seeking qualified applicants to fill an Accountant 3G, grade G24 position, in the Accounting Division.

About the Position

This is a senior-level professional accounting role responsible for performing complex accounting activities in a variety of functional areas. This position works with a considerable degree of latitude in taking action, independent judgement, and initiative when expediting complex accounting/financial assignments and projects. Incumbents perform accounting work in accordance with Generally Accepted Accounting Principles (GAAP) in State and Local government, prepare, examine, and analyze accounting records, financial statements, or other financial reports to assess accuracy, completeness, and conformance to reporting and standards.

About the Agency

The Office of Finance is dedicated to maximizing available resources and delivering creative and innovative financial services to a wide range of internal and external customers of the County. The Office of Finance:

  • Controls all cash and investments to assure maximum safety, liquidity and yield.
  • Collects all revenues and receipts due to the County, including property taxes.
  • Conducts tax sales to collect delinquent property taxes.
  • Processes and/or monitors payments to vendors, employees, or other payees for goods, services, and other liabilities.
  • Processes biweekly payroll for 6,000 employees and monthly payroll for 2,000 retirees.
  • Certifies availability of funds for payment of liabilities and obligations.
  • Maintains system of accounts and records for all financial transactions.
  • Reports results of financial operations using established reporting standards and methods.
  • Facilitates annual financial audit process.
  • Supports the legislative process - including composing and reviewing draft resolutions and bills, esp., those involving complex financial issues.
  • Reviews monthly accounting system reports and researches any unusual or questionable transactions.
  • Performs analytic review of accounts to identify non-routine variances in fund activity.
  • Prepares adjusting and reclassification journal entries including chargebacks and year-end accruals, to ensure accurate reporting of fund activity consistent with generally accepted accounting and reporting standards.
  • Maintains financial control of several funds in the County's financial system.
  • Reviews expenditures and other fund-related documents and materials to ensure compliance with established policies, regulations, and other guidelines governing program functions.
  • Prepares working papers, schedules, and other supporting documentation reflecting work effort.
  • Maintains records of County bonded debt, capital leases, and notes payable issued and outstanding, with schedules of future annual debt service requirements.
  • Records transfers from General Fund for principal and interest amounts to be forwarded to paying agents on various bond issuances.
  • Reconciles monthly bank statements of capital lease activity with general ledger balances. Researches discrepancies, communicates findings to debt manager and supervisor.
  • Prepares detailed schedule of annual debt service estimates for inclusion in the County's Current Expense Budget.
  • Monitors the activity of the equipment acquisition programs.
  • Coordinates payments to vendors and leasing companies; reviews and records transactions; monitors the investment of lease proceeds; reconciles monthly bank statement activity; reviews reimbursement requests for submission to fiscal agent; and prepares monthly report detailing equipment lease activity.
  • Prepares annual audit schedule detailing equipment lease transactions and balance of unused proceeds.
  • Accumulates data from accounting system reports and file records to prepare periodic financial statements and reports that are supported by related working papers, tables, schedules, notes, and other material pertaining to responsible funds for inclusion in the Annual Comprehensive Financial Report, Uniform Financial State Report, bond prospectus, or for other purposes.
  • Participates fully in periodic audits or other examinations of the County's financial records, policies, and procedures.
  • Actively participates in the planning and implementation of Governmental Accounting Standards Board (GASB) pronouncements.
  • Responds to information requests from internal and external sources concerning financial statements and reports.
  • Prepares and coordinates the completion of the annual Uniform Financial Report (State Report).
  • Provides technical assistance, information, and advice to other County agencies, persons doing business with the County, residents, or other persons making inquiries.
  • Maintains current knowledge of the County, State, and Federal regulations, policies, and procedures, demonstrates understanding of generally accepted accounting and reporting practices, pertaining to areas of responsibility.
  • Leads or assists with various special projects involving preparation of financial information, financial studies, statistical data, or other related data as requested by appropriate County personnel.
  • Performs other tasks and duties assigned, which may not be specifically listed in the position description; however, are within the general occupational category and responsibility level typically associated with the employee’s class of work.

Minimum Qualifications

  • Bachelor’s degree from an accredited College or University in Accounting, Finance, Quantitative Analyses, or Business Administration or a related field.
  • Two (2) years of professional accounting experience.

Any equivalent combination of relevant training, education and experience may also be considered.

Preferred Qualifications

  • Five (5) years of Government Accounting experience, including financial statement preparation.
  • Intermediate to advanced knowledge in Microsoft Excel.
  • Possess a Certified Public Accountant (CPA) title.
  • Knowledge of Systems Applications and Products (SAP) or other Enterprise Resource Planning (ERP) platforms is preferred.
  • Knowledge of Generally Accepted Accounting Principles (GAAP).
  • Ability to analyze, interpret, and submit oral/written reports.
  • Great time management, analytical and organizational skills.
  • Ability to work and adapt to a fast-paced environment.
  • Ability to manage multiple deadlines
