Job Description

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

This role is an in‑office position based at our 130 Adelaide Street West location. Our team is highly collaborative, and much of our work benefits from in‑person co‑creation, relationship‑building, and hands‑on partnership with leaders across the organization.

Senior Manager, Go Expansion , the position is part of a multi-disciplinary project team implementing the day-to-day management of high profile and politically sensitive projects. Participates in strategic project planning, improves coordination and decision-making through enhancement of governance mechanisms, enhances collaboration using project management and sponsorship approaches.

What will I be doing?

  • Provide senior leadership for the planning, execution, and delivery of complex, multi‑disciplinary projects, ensuring outcomes meet or exceed Metrolinx objectives for scope, cost, schedule, and quality.
  • Lead coordinated project management activities including risk identification and mitigation, resource planning, change management, and continuous improvement initiatives.
  • Manage projects through all lifecycle stages and provide strategic advice and recommendations to the Vice President, Sponsor Office, senior leadership, and governance bodies.
  • Serve as a subject matter expert, integrating business, technical, and financial information into project design and delivery; oversee and direct the work of external advisors, consultants, and contractors.
  • Build and maintain effective working relationships with internal divisions and external stakeholders to ensure alignment with broader organizational and strategic priorities.
  • Identify and assess project risks, opportunities, and dependencies; apply political acuity and sound judgment to recommend and implement mitigation strategies in compliance with organizational policies.
  • Prepare and contribute to Board materials, executive reports, and presentations for senior management and public forums; support delivery of presentations as required.
  • Support high‑profile transformation and change initiatives by establishing project frameworks, evaluating alternatives, and ensuring operational best practices are applied.
  • Monitor project performance and budgets to ensure timely delivery within approved financial limits.
  • Provide leadership oversight to project teams, fostering accountability, performance excellence, innovation, and alignment with corporate values.

What Skills and Qualifications Do I Need?

Education & Certification

  • University degree in Planning, Engineering, Business, Public Administration, Economics, or a related discipline, or an equivalent combination of education and experience.
  • Project Management Professional (PMP) designation or similar certification is an asset.

Experience

  • Demonstrated years of progressive management experience leading complex projects and strategic initiatives, preferably in the public sector.
  • Experience in large‑scale infrastructure, transportation, or rail‑related project delivery environments is strongly preferred.

Knowledge & Skills

  • Strong knowledge of project management principles, governance frameworks, risk management, and financial stewardship.
  • Demonstrated ability to advise senior executives on complex technical, financial, and strategic matters.
  • Proven stakeholder engagement, negotiation, and influencing skills in politically sensitive environments.
  • Experience leading multi‑disciplinary teams and managing external consultants and contractors.
  • Excellent written, verbal, and presentation skills, with the ability to translate complex information for executive and public audiences.
  • Demonstrated leadership, sound judgment, analytical capability, and commitment to organizational values and ethical standards.
