The Maritime Business Area of the Leidos Defense Sector is in search of a motivated Senior Business Development Manager to drive business development efforts in the US Navy market segment.

The Opportunity
In this pivotal role, the Senior Business Development Manager (BDM) will spearhead all business development activities and strategy development aimed at advancing US Navy service support growth. The position will target new prospects in mission and product support, C5ISR systems integration, and resilient logistics solutions for multi-domain operations in demanding environments. Candidates with experience in Lifecycle Sustainment, Mission Software, Digital Engineering, and system modernization and sustainment are highly encouraged to apply.
The BDM will be responsible for formulating and executing marketing and business development strategies for the Navy account, acting as a creative and trustworthy agent to foster a culture of innovation and capture excellence. The role entails managing customer call plans and successfully handling the full lifecycle of business development across multiple concurrent pursuits and proposals. In addition to building a robust pipeline of opportunities, the BDM will influence customer requirements, convert implicit customer needs into concrete features, differentiate Leidos' solutions, and articulate a compelling value proposition. Ideal candidates will have prior experience as a business development manager or capture manager, particularly in supporting Navy customers.
Success in this role requires the ability to envision winning strategies and to translate them into actionable business development capture plans. Candidates should be adept at using both quantitative and qualitative analyses to develop informed approaches to solutions and opportunity development.
The selected candidate will be a crucial partner to the technology team and solution architects, integrating division strategies with technology innovations. Familiarity with managing investments in marketing and Bid and Proposal (B&P) funds is essential.
Primary Responsibilities
- Expand the opportunity pipeline through the timely identification and qualification of new business opportunities in existing and adjacent markets/customers.
- Collaborate with leadership to shape a balanced portfolio of future opportunities.
- Lead and engage in the identification, qualification, and pursuit of strategic business opportunities valued over $50M.
- Allocate and optimize resources among competing business development priorities.
- Foster collaboration across the organization to deliver top-tier solutions and maximize win probability.
- Utilize market intelligence and competitor data to strategically position the division for success.
- Conduct customer visits to assess current and emerging needs and requirements.
- Actively engage in capture activities, including opportunity gate reviews, workshops, and business case development.
- Drive the creation and submission of white papers and RFI responses to strategically shape opportunities.
- Perform after-action reviews with all capture team members to capture lessons learned and adjust strategies as needed.
- Develop and manage marketing and B&P budgets, executing plans within approved financial limits.
- Participate in trade shows and execute follow-up customer call plans post-events.
Basic Qualifications
- BA degree in a technical field with 12+ years of relevant experience or a Master’s with 10+ years of relevant experience.
- 5+ years of business development leadership experience within defense, security, or government services, particularly with the US Navy.
- Strategic mindset focused on long-term business growth.
- Proven track record in managing $25M+ opportunities from identification to proposal submission.
- Experience overseeing budgets of $5M+.
- Demonstrated success in growing DoD services business.
- Ability to build and maintain relationships with senior officials and stakeholders in the DOD.
- Experience developing comprehensive win strategies and assisting in pricing strategies.
- Knowledge of competitors and an understanding of market behaviors.
- Capability to identify growth areas and align new business initiatives with company growth strategies.
- Strong collaborative skills within and across organizational boundaries.
- Comprehensive understanding of government contracting and current acquisition trends.
- Excellent communication skills, with experience presenting to senior executives and stakeholders.
Preferred Qualifications
- 5+ years of business development experience related to mission-critical solutions in logistics, product support, and modernization.
- 5+ years of program management experience.
- Experience managing a qualified opportunity pipeline with a total value exceeding $2B.
- Secret level clearance is preferred.
- A technical degree is advantageous.
