Position Overview

The Leidos Intelligence Sector is on the lookout for a Mid-Level OSINT Governance and Policy Advisor to enhance the Policy and Engagement Team within DIA/NDOC. This position will be based at one of our client locations in Bethesda, MD; Reston, VA; or Joint Base Anacostia-Bolling, DC.

This is a fantastic opportunity for you to leverage your expertise in support of the DIA's OSINT mission. Your work will contribute to five pivotal tasks: collecting and reporting, mission and information technology architecture, policy governance support in OSINT, strategic communications strategy support in OSINT, and development of specialized tradecraft and training.

In this role, you will drive the achievement of our client's mission objectives by:

  • Reviewing and enhancing policy and governance documents to ensure they align with DoD, DIA, and IC standards.
  • Supporting policy development across the enterprise to maximize the effectiveness of governance frameworks.
  • Assisting in creating and refining policies and procedures, ensuring alignment with strategic goals and regulatory standards.
  • Conducting research to inform policy development, including industry benchmarking and stakeholder input.
  • Facilitating collaboration and communication across departments to ensure adherence to established policies.
  • Performing risk assessments to detect potential compliance vulnerabilities and recommending corrective measures.

Clearance Requirements:

  • Active TS/SCI clearance with the capability to obtain a Polygraph.

Required Qualifications:

  • Bachelor's degree in Public Policy, Political Science, or a related field. An additional 4 years of experience (for a total of 8 years) in relevant sectors may substitute for the degree.
  • A minimum of 4 years' experience in policy development, coordination, and compliance, ideally within government or intelligence sectors, with a portion of that experience gained in the last 2 years.
  • Demonstrated experience in all specified areas of responsibility.
  • A track record of solving complex problems related to National Security missions.
  • Ability to effectively engage with teammates and clients to understand requirements and craft solutions.
  • The capability to:
  • Anticipate broader implications resulting from policy creation and decisions.
  • Perform well in fast-paced environments.
  • Execute tasks with minimal supervision.
  • Effectively manage workload and meet deadlines.
  • Exhibit strong professional judgement to foster relationships and resolve issues.
  • Exceptional written and verbal communication skills.
  • Detail-oriented, self-motivated, adaptable, and organized.

Preferred Qualifications

  • Familiarity with OSINT policies, governance frameworks, tools, platforms, collection, and analytic methodologies.
  • A successful polygraph within the past 5 years is highly advantageous.
  • OSINT certifications (e.g., EOSINT USMC, OS301 or OS302 Army, ONI OSINT Fundamentals, DIA BOTC, NGA OSINT, SOCOM NERD).
  • Project Management Professional (PMP) or other relevant certifications.
  • Bachelor's degree in Public Policy, Law, or a related field.
  • 8 years of experience in policy development and compliance, preferably within government or intelligence settings.

Compensation Range: $73,450.00 - $132,775.00

The pay range for this position is indicative and may vary based on multiple factors including responsibilities, education, experience, and skills.
