We are seeking an experienced and detail-oriented Senior Payroll Manager to lead and oversee all aspects of payroll operations across a multi-state workforce. This individual will bring deep expertise in U.S. payroll regulations across nearly all 50 states, ensuring full compliance while managing complex compensation structures. This role will play a critical part in transitioning payroll from a legacy system into Miter, helping to streamline processes and improve overall efficiency.

Key Responsibilities:

• Own and manage end-to-end payroll operations for a multi-state workforce, ensuring accuracy and timeliness
• Maintain compliance with federal, state, and local payroll tax laws across multiple jurisdictions
• Lead the migration of payroll processes from a legacy system into Miter, including data validation, process improvements, and system optimization Support ongoing payroll processing within both the current and new systems during transition
• Oversee payroll processing including: Wages, bonuses, and deductions Per diem payments and stipends Phone, vehicle, and truck allowances
• Expense reimbursements and fringe benefits Monitor and ensure compliance with varying state labor laws, tax regulations, and reporting requirements
• Lead payroll audits, reconciliations, and reporting efforts Partner with Finance and Accounting teams on payroll-related financial reporting and forecasting
• Serve as the escalation point for complex payroll issues and employee inquiries
• Develop and improve payroll processes, controls, and efficiencies within a high-volume environment
• Ensure proper documentation, recordkeeping, and audit readiness

REQUIRED SKILLS AND EXPERIENCE

Qualifications

• 7+ years of progressive payroll experience, with leadership or management responsibility
• Extensive knowledge of multi-state payroll laws and tax compliance across the U.S.
• Proven experience managing or supporting payroll system implementations or migrations
• Strong experience managing complex compensation components (allowances, per diem, reimbursements, etc.)
• Proven ability to operate in a high-volume, fast-paced, and collaborative environment
• Exceptional attention to detail and strong organizational skills
• Strong communication skills with the ability to partner cross-functionally

NICE TO HAVE SKILLS AND EXPERIENCE

• Preferred Qualifications: Experience supporting union payroll environments and understanding of union agreements
• Hands-on experience with Miter (or similar payroll/ERP systems)
• Background in industries with field-based employees (construction, engineering, utilities, etc.) Experience with multi-entity or large-scale payroll operations
