The Transportation District Manager for District 3, which includes Calhoun, Jackson, Pleasants, Ritchie, Roane, Wirt, and Wood counties, will direct all administrative, maintenance, and operational activities including engineering duties within the Division of Highways for this specific district. All interested applicants are welcome to apply. A current license as a registered professional engineer in West Virginia is preferred but not required. However, a professional Engineer (P.E.) in this position may have greater responsibility for certifying engineering plans, studies, and other documents.
The Transportation District Manager will manage staff, oversee budgets, ensure regulatory compliance, coordinate projects, coordinate and direct all administrative duties, acting as the senior liaison between central headquarters (Building 5, Capitol Complex, Charleston, WV), local officials, and contractors. This position provides general policy and priority guidance to the entire district reporting structure.
Performs related work as required.
- Manages and supervises all engineering phases of the planning, construction, and maintenance of highway systems within a district.
- Oversees and directs the administrative operations of the district, including, but not limited to, budget, staffing, evaluations, and other administrative tasks.
- Prepares alternate approaches to highway systems for review by the State Highway Engineer and Commissioner.
- Implements final plan for district highway systems after they are approved by the State Highway Engineer.
- Reviews highway design, construction, and maintenance projects at major junctures to ensure they are progressing properly.
- Renders final decisions on technical problems with regard to highway planning, construction, or maintenance.
- Attends public hearings on meetings to discuss departmental projects.
- Travel may be required; therefore, a valid driver’s license is required.
- Knowledge of all highway design, construction, operation and maintenance principles and practices.
- Knowledge of highway planning principles.
- Ability to organize, direct, and control a district-wide highway engineering program.
- Ability to manage, supervise, and direct the administrative tasks of the district operations.
- Ability to interact with government officials, employees, and the general public to establish and maintain effective working relationships.
- Ability to communicate effectively, both orally and in writing.
REQUIRED TRAINING/EDUCATION
- High school diploma or equivalent.
REQUIRED EXPERIENCE
- Ten (10) years of highway engineering experience with managerial responsibility and exposure to the planning, design, construction, and maintenance phases of transportation systems.
- Substitution. A Master's degree in Civil Engineering from a regionally accredited college or university may be substituted for two (2) years of the required experience.
