The Senior Vice President of Real Estate Development manages the real estate development resources to meet the mission of Victory Housing. This senior leader is expected to represent Victory Housing externally with respect to real estate development including participation in policy working groups and associations as appropriate. Internally, the SVP of Real Estate Development participates in internal strategic planning and process committees. This senior leader is responsible for all development and redevelopment efforts of the real estate development team. Key responsibilities include:
- management of the real estate development team;
- evaluation of potential acquisition of new properties and redevelopment or major capital projects on existing properties
- all predevelopment efforts;
- design, construction, and third-party consultants;
- financial modeling and assessment with multiple types of financing;
- negotiation of all development-related contracts and financial and equity-related documents;
- presentation of projects to the broader community, planning boards, and local government;
- oversight of the construction process;
- coordination with finance, asset management and, for lease-up, property management; and
- maintenance of necessary local, state and other governmental relationships.
Senior Vice President of Real Estate Development Position Requirements:
Leadership Organizational Stewardship
- Lead Real Estate Development operations, including policies, staffing, resource allocation, and the development of a high-performing team. Mentor and coach staff to foster a culture of accountability, collaboration, and continuous learning.
- Ensure and maintain approved internal real estate development process.
- Provide coaching, guidance, and career development support to strengthen technical expertise across the team and ensure consistent and successful project management.
- Set clear expectations, establish performance goals, and ensure staff have the tools, training, and support needed to excel.
- Serve as a key member of the senior leadership team, contributing to organizational strategy, capital planning, and long-range budgeting.
- Represent Victory Housing in high-level policy, regulatory, and community forums related to real estate development.
- Provide and ensure accurate and actionable reporting on real estate development projects and the resources.
Development Planning Capital Strategy
- Guide feasibility analysis and investment recommendations to the CEO in collaboration with the SVP of Finance and SVP of SSA.
- Oversee financial modeling, capital structuring, and negotiations involving lenders, investors, and public financing partners for the real estate development team.
- Ensure strong governance around project performance metrics, including budgets, timelines, and risk controls and presentations for internal approval.
Development Oversight
- Provide direction across all phases of development, ensuring alignment with organizational goals and regulatory requirements.
- Oversee selection and management of architects, engineers, contractors, and third-party consultants.
- Lead internal and external approval strategies, including entitlement, permitting, and jurisdictional approvals.
- Oversee the preparation and submission of competitive responses to Requests for Proposals (RFPs), funding applications, and public financing opportunities.
- Negotiate major development agreements, financing documents, and legal instruments in coordination with General Counsel.
Construction, Stabilization Transition
- Maintain senior-level relationships with lenders, investors, and consultants to ensure on-time, on-budget delivery.
- Oversee construction progress, issue resolution, and alignment between design intent and execution.
- Direct the transition to permanent financing and ensure compliance with lender and investor requirements.
- Coordinate handoff to asset management and operations to ensure long-term performance and mission alignment.
Policy Advocacy
- Build and sustain strategic relationships with government agencies, planning bodies, and community stakeholders.
- Represent Victory Housing in policy working groups and industry associations to advance affordable housing priorities, as appropriate.
- Advocate for resources, incentives, and regulatory frameworks that support preservation and production of affordable housing.
Required Skills Abilities:
- Master’s or other post-graduate degree required.
- Minimum 15 years of experience with 10 years of experience in affordable real estate development specifically required.
Demonstrated experience in senior housing and team management preferred.
- Extensive experience leading affordable housing development, including LIHTC, tax exempt bonds, mixed finance, and public private partnerships.
- Proven track record overseeing all phases of development: acquisition evaluation, predevelopment, design, construction, financing, and stabilization.
- Demonstrated success structuring complex capital stacks and negotiating with lenders, investors, public agencies, and equity partners.
- Strong leadership experience managing multidisciplinary teams, coaching staff, and building organizational capacity.
OTHER REQUIREMENTS:
- Must be current on all vaccinations.
- Prolonged periods of sitting at a desk and working on a computer.
- Ability to travel locally up to 3 times per week.
