Time in Grade:
For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or higher grade in the Federal Service.
For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or higher grade in the Federal Service.
Specialized Experience:
For theGS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service.
Specialized Experience at the GS-13 is defined at: Implementing and evaluating civilian personnel policies and programs; advising senior management with employee discipline, grievances, appeals, complaints, employee/supervisory relationships, rights and obligations, and performance management under Title 5; and drafting disciplinary and adverse actions.
For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service.
Specialized Experience at the GS-12 is defined at: Providing guidance and support to senior management on employee relations, including discipline, adverse actions, grievances, performance management and employee counseling; and researching federal human resources laws, regulations, and agency policies to recommend improvements to civilian personnel management programs related to employe and labor relations.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
