Responsibilities

SUMMARY

Under the general guidance of the Treasury Manager, the Treasury Analyst performs treasury and accounting duties related to Enterprise-wide cash management, forecasting, online banking, and other general banking functions. Performs analysis, consolidation of treasury and accounting reporting of the Enterprise’s investing and financing activities and a variety of miscellaneous Treasury duties for the Enterprise. Coordinates the direct deposit application process with Vendors for various changes to their modes of payment such as from cheques to electronic funds transfer to Canadian banks in Canadian dollars or wire transfers in Canadian dollars or US dollars and other foreign currencies. Prepares audit schedules to meet interim and year-end audit requirements. Provides information and responds to internal and external auditor’s enquiries and questions. Prepares various financial reports for reporting requirements. Participates in special projects as assigned by the Treasury Manager.

DUTIES AND RESPONSIBILITIES:

1. Performs a variety of treasury and accounting duties related to Enterprise-wide cash management and forecasting by updating the Treasury Management System (TMS) on a daily basis including:

a) reviewing and updating the daily consolidated cash flow forecast;

b) coordinating consolidation of cash flow activity with appropriate short-term borrowing and investments and recommending appropriate actions;

c) liaising with other departments such as accounts payable, capital assets group, business technology, property management, revenue, and subsidiaries for future cash requirements and/or cash inflows;

d) updates the TMS on a daily basis; validates data updates from other departments prior to inputting into the TMS for TransLink Enterprise into TMS;

e) downloading bank BAI files from online banking sites into the TMS, ensuring that all banking account transactions are tagged correctly as per their category, subcategory, and JE Template;

f) monitoring TMS reports on a daily basis and correcting any errors for missing/incorrect tagging for category, subcategory, or JE Template;

g) updating TMS for new bank accounts, new General Ledger accounts, new categories, sub-categories, and JE Templates, and other updates as required.

2. Performs a variety of online banking and other general banking functions including:

a) reviewing, verifying (with the Treasury Manager), and uploading weekly wire transfers and electronic fund transfers file and other urgent wire transfers to vendors and financial institutions as required;

b) inputting bank transfers within TransLink’s own bank accounts and between funds such as General, Federal, Sinking, Land Reserve Funds, Green Bond Proceeds, and DCC Funds, executing contra bank transfers to ensure funds are kept distinct;

c) processing monthly Federal Fund releases to General Fund;

d) advising the Treasury Manager on potential required account adjustments such as changes in account signatories, fees, and incorrect interest calculations while ensuring compliance with banking contracts and looking for potential cost savings;

e) acting as Enterprise-wide system administrator for Scotiabank online banking access ensuring authorized users have appropriate access;

f) liaising with TransLink’s subsidiaries and associated companies, including Transportation Property and Casualty Company, Coast Mountain Bus Company, West Coast Express, BC Rapid Transit Co Ltd. and Transit Security Management Limited, to ensure proper accounting of all treasury related inter-company transactions.

3. Performs analysis, consolidation of treasury and accounting reporting of the Enterprise’s investing and financing activities including:

a) ensuring all transactions are entered on a timely basis into TransLink’s TMS and all necessary online agency systems, such as TransLink’s Investment Custodian and Commercial Paper Issue & Paying Agent;

b) preparing journal vouchers and ledger entries ensuring submission deadlines are met;

c) ensuring standard procedures are adhered to towards monitoring payment terms of all debt instruments (i.e. debentures, commercial paper, lines of credit, capital leases, operating leases, liabilities to concessionaires, etc.);

d) ensuring debt payments and direct debit advices are accurately executed by the due dates to various agencies such as to Metro Vancouver, Municipal Financing Authority and for TransLink Bonds;

e) maintaining investment and debt sub-ledgers via TransLink’s TMS;

f) ensuring all month-end and year-end general ledger reconciliations are done on a regular basis;

g) ensuring that all investment and debt sub-ledgers are reconciled to outside investment and lending agency statements on a monthly basis;

h) establishment of a proper calendar notification process whereby the Treasury Manager is given regular and timely notice of any impending investment maturities and debt service payments and maturities;

i) verifying related reports to validate and check financial inputs to ensure data integrity and accuracy;

j) assists Treasury Manager in ensuring compliance with investment policies and regulations and recommending corrective action if breached.

4. Performs a variety of miscellaneous treasury and accounting duties for the Enterprise including:

a) calculating monthly Interest During Construction (IDC) rate and distributing/posting the information as required.

5. Coordinates the direct deposit application process with Vendors for various changes to their modes of payment such as from cheques to electronic funds transfer to Canadian banks in Canadian dollars or wire transfers in Canadian dollars or US dollars and other foreign currencies, including:

a) ensuring that adequate supporting documentation is provided and that the Vendor personnel requesting these Vendor payment mode changes are properly authorized;

b) checks for potential frauds and verifies that the procurement department inputs accurate banking information for existing and new vendors and ensures treasury guidelines and procedures are adhered to across the Enterprise.

6. Prepares audit schedules to meet interim and year-end audit requirements. Provides information and responds to internal and external auditor’s enquiries and questions. Prepares various financial reports for reporting requirements.

7. Participates in special projects as assigned by the Treasury Manager.

8. Performs related duties as assigned, such being items of a minor nature that do not affect the value of the job.

Qualifications

EDUCATION

Completion of university Degree and achievement of CPA or other related finance or accounting designation.

EXPERIENCE

Requires up to two (2) years of previous experience in treasury or related function, working with computerized software within a large organisation including duties related to Enterprise wide cash management, debt management, forecasting, analysis, consolidation of treasury and accounting reporting and general banking/ treasury functions. A further period of (1) year is requires to acquire knowledge and skills relating to Translink treasury management program, policies and procedures.

Other Information

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

Work Schedule

37.5 hours per week.

This position offers the flexibility of working both on-site and remotely within B.C.

Rate of Pay

Salary $6,918 - $8,309 per month (Actual salary offered will be commensurate with education, experience and internal parity).
