Introduction
IBM's Export Regulation Office plays a critical role in securing the necessary U.S. export authorizations to deliver IBM hardware, software, technology, and services globally—in over 180 countries. We are seeking a dedicated regulatory professional to join our team of compliance experts. This position will focus on establishing and enforcing corporate policies to ensure compliance with U.S. and international export regulations, advocating for trade regulations, and managing a review process for transactions that may pose reputational risks.
Your role and responsibilities
As a key member of the Export Regulation Office, you will:
- Engage with internal IBM business teams to devise compliant solutions.
- Conduct thorough corporate business development due diligence.
- Lead internal export compliance reviews and assessments.
- Contribute to corporate education initiatives related to export compliance.
- Act as a resource for IBM's global export compliance network and assist employees in adhering to export regulations.
This role requires collaboration with multiple areas within IBM, including Research, Development, Manufacturing, Services, HR, Finance, Legal, and Sales & Delivery. We seek a candidate with strong problem-solving skills, capable of conducting extensive analyses, leading projects, providing training, and interpreting regulations effectively.
Required technical and professional expertise
To excel in this role, you should have:
- Experience classifying hardware, software, and technology products under the U.S. Commerce Department's Export Administration Regulations (EAR), particularly with products falling under Commerce Control List (CCL) categories 3-5 and cloud computing technologies.
- Proficiency in managing compliance with the U.S. State Department's International Traffic in Arms Regulations (ITAR), and sanctions programs from the U.S. Treasury Department's Office of Foreign Assets Control (OFAC).
- Skills in analyzing changes in regulatory or compliance frameworks and evaluating their business and technical implications.
- The ability to collaborate effectively with technical teams to interpret requirements and assist with their implementation.
Preferred technical and professional experience
A background in IT (e.g., cloud computing, AI, or programming) or technology manufacturing (e.g., quantum computing, semiconductor manufacturing, or microelectronics) will be considered valuable in lieu of extensive regulatory experience.
