Position Summary
TIME Systems is seeking a Database Administrator / Web Developer to support the U.S. Coast Guard's Port State Control Division.
This is a hybrid technical role responsible for managing Microsoft Access databases, performing data analysis to support operational decision-making, and maintaining internal and external web content platforms within a federal environment.
This role plays a key part in supporting risk-based decision-making and refinement of targeting criteria through data analysis and reporting.
Role Overview
As a Database Administrator / Web Developer at TIME Systems, you will support and maintain Microsoft Access databases and associated data systems critical to U.S. Coast Guard operations. You will ensure data integrity, support analytical efforts, and maintain web-based information platforms using established content management tools.
Key Duties and Responsibilities
- Maintain and support Microsoft Access databases utilized by Coast Guard-Commercial Vessel Compliance (CG-CVC)
- Develop, implement, and maintain MS Access database applications in both single-user and multi-user environments, ensuring performance and reliability
- Query, analyze, and interpret data from Port State Control (PSC) datasets and Coast Guard Business Intelligence (CGBI) systems
- Conduct trend analysis and risk profiling for foreign commercial vessels to support decision-making and refinement of risk-based targeting criteria
- Provide web content management for the CG-CVC external website using AFPIMS, HTML, and CSS
- Update and maintain CG Portal (SharePoint-based intranet) content
- Maintain and manage updates for PSC and QUALSHIP 21 / E-ZERO program web pages
- Provide data management solutions, including collaboration with stakeholders across divisions for data retrieval, reporting, and presentation
- Provide user support, guidance, and instruction for database applications and web content tools
- Ensure data integrity, accuracy, and consistency across systems
Background and Experience
- 5+ years of experience supporting Microsoft database technologies
Required Qualifications
- Strong experience with:
- Microsoft Access (required)
- SQL querying and data manipulation
- Data analysis and reporting
Preferred Experience
- SharePoint content management
- HTML and CSS (basic web updates)
- Content Management Systems (preferably AFPIMS or similar)
- Experience working with Coast Guard Business Intelligence (CGBI) or similar enterprise data systems
- Experience in a federal or regulated environment

- Communicate effectively in person and virtually
- Move light items (up to 10 lbs) as needed
