Job Description

Tidewater Community College has served South Hampton Roads - both students and employers - for 50 years. It has grown from 1 campus into a regional educational and economic force. TCC is the largest provider of higher education and workforce services in Hampton Roads, enrolling nearly 25,000 students in 2024-25. Founded in 1968 as a part of the Virginia Community College System, Tidewater Community College (TCC) services South Hampton Roads with 4 campuses in Chesapeake, Norfolk, Portsmouth, and Virginia Beach, 7 regional centers and 2 important cultural institutions. The college had 3,399 graduates in 2024-2025, 40 percent of whom pursued degrees that would let them transfer to 4-year institutions. Of South Hampton Roads residents enrolled in higher education 33% enrolled at TCC. TCC's institutional accreditation is affirmed through 2027 by the Southern Association of Colleges and Schools Commission on Colleges.

POSITION SUMMARY:

Under the direction of the Vice President of Workforce Solutions, the Grants Writer provides technical assistance and support with grant proposal submissions and administration of grants from public agencies (Federal, state, municipal) and occasionally private foundations. Identifies grant opportunities and develops, writes, and submits grant proposals and maintains proposal records related to submitted and awarded institutional grants. Actively participates in concept development alongside program leads and facilitates projects both within Workforce Solutions and with the Office of Sponsored Grants and Programs. Provide grant-writing support with identifying outcome measures and ensuring compliance with funder guidelines and regulations during the administration of awarded grants. Aids with budget development to include researching allowable expenditures, documenting data sources, and drafting budget spreadsheets. Assists with post-award functions to include administrative and project management support, reporting, and compliance with regulatory standards. May be required to perform other duties as assigned.

FUNCTIONAL RESPONSIBILITIES:

1. Grant Proposal Research and Development

a. Research, analyze, and understand federal, state, college, and funding agent fiscal and procedural requirements

b. Provide support with developing, editing, writing, organizing, and submitting grant proposals

c. Develop grant outlines, timelines, and budgets which meet funder requirements

d. Update and maintain the TCC electronic grant repository both pre and post award in a timely manner with necessary and accurate documents

2. Administrative and Project Management Support

a. Research and present information related to grant proposals and projects as requested (pre and post award)

b. Coordinate meetings and activities among grant project teams

c. Provide a functioning accurate schedule for all activities within the grant proposal development process

d. Work closely with the project director and grant accountant to monitor project deadlines, coordinate activities, prepare and finalize required reports and all supporting documentation (post award)

e. Create and maintain an annual calendar of prospective grant proposals and document all opportunities, submissions, and awards

f. Maintain and update project databases, project reports, and records related to grant proposals and awards

3. Budget Development, Preparation and Management

a. Provide accurate information to principal investigators, project directors, and staff in meeting project and budget requirements as established by the funding agent

b. During proposal development, prepare and revise each budget in collaboration with the grant development team to ensure accuracy and compliance prior to submission

c. Work collaboratively with project directors and financial services to prepare and submit budget load for grant awards, budget amendments, and any other necessary documents related to the budget

d. Serve as a liaison to the Finance Department and the Office of Sponsored Grants and Programs

4. Reporting and Compliance

a. Develop and follow standardized formats for grant management reporting

b. Collect, organize, analyze, and maintain grant data and project documents to ensure project files are current, complete, and ready for internal and external audit reviews

c. Establish a timetable for collection of reports and remind project directors of submission dates to ensure compliance, upon receipt catalog all reports in the electronic files

5. Facilitation, Collaboration and Communication

a. Facilitate communication and collaboration between grant development and implementation teams

b. Assist with preparing and facilitation of grant writing and development workshops for faculty and staff within Workforce Solutions

c. Project a professional, collaborative, and friendly demeanor and effective willingness and support in all areas of the grant project cycle

d. Serve as a pre and post award resource through researching questions, guidelines, and regulations

6. Perform related duties as assigned.

Special Assignments

May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.

KSA's/Required Qualifications

  • Knowledge of the types of grants and grant writing principles for higher education and workforce training institutions that support the college's mission and programs
  • Ability to conduct, interpret, and analyze effective federal, state, college and foundation grant guidelines and regulations
  • Ability to research, develop, and prepare budgets and budget narratives to support project design and outcomes
  • Ability to communicate effectively through oral and written communication
  • Knowledge and experience of effective project management principles to include leading collaborative grant writing team conversations and project completion with minimal direct supervision
  • Knowledge of and experience with data sources utilized for higher education and/or workforce grant proposals to include demographic and labor market websites and electronic submission portals such as Research.gov
  • Demonstrated successful track record in grant development, writing, securing, and managing grants to federal, state and private funding sources, preferably in a higher education or workforce training setting
  • Experience in Microsoft Office products designing spreadsheets, graphs, tables and timelines to reflect data and outcome measures for grant proposals and reports
  • Demonstrated ability to collaborate with people of differing perspectives, experiences, and backgrounds
  • Master's degree from a regionally accredited college or university
