Regulatory Attorney

The contractor shall develop proposed local amendments to model construction codes for consideration by technical staff and decision‐makers.

• The contractor shall provide legal support for the development, review, and adoption of construction codes, including analysis of statutory authority and regulatory requirements.
• The contractor shall evaluate the legal and practical implications of proposed code changes, including consistency with D.C. law, enforceability, and potential impacts on stakeholders.
• The contractor shall research and analyze local amendments to model construction codes that have been proposed, considered, or adopted by peer jurisdictions, and prepare comparative summaries to inform staff recommendations and policy development
• The contractor shall advise staff throughout the code development cycle, including preparation for public meetings, hearings, and stakeholder engagement activities.
• The contractor shall coordinate with technical staff, subject‐matter experts, and external stakeholders to ensure legal clarity and alignment between policy objectives and code language.

Years of Experience

Experience supporting regulatory or rulemaking processes in a law firm, nonprofit organization, corporate in‐house legal department, or government agency.

Experience should include analyzing statutory and regulatory frameworks, drafting or reviewing proposed rules or ordinances, and advising clients or stakeholders on compliance and implementation considerations.

Required

2+ years

Experience drafting or working with local amendments to model construction codes.

Preference will be given to candidates with direct experience with the International Code

Council (ICC) family of codes; however, experience with other nationally recognized model code organizations or standards-development bodies will also be considered.

Desired

Experience should include analyzing model code provisions, developing amendment language, and advising on the legal and practical implications of proposed changes.
