Description
The Tax Foundation seeks a state tax policy professional to join our state tax policy team. The opening is for either a Senior Policy Analyst or a Policy Analyst, based on the successful candidate’s experience. The state team produces several annual studies and dozens of smaller reports and blog posts each year, testifies and presents on tax proposals across the country, educates the public through regular media appearances, and works with lawmakers and policy organizations at the national level and in the states to promote smarter, pro-growth tax policy.
A successful candidate will be responsible for completing high-profile annual projects, developing projects that advance the effectiveness of our research agenda, and producing blog posts, op-eds, and longer reports that promote principled tax policy. They will also provide legislative testimony, give media appearances, and deliver presentations before key stakeholders. In addition to broader research obligations, each analyst on the state tax policy team takes “ownership” of legislative and other stakeholder relationships and policy issues in a set of states.
The Senior Policy Analyst or Policy Analyst reports to the Vice President of State Tax Policy and can work from Tax Foundation’s Washington, DC, office (in a hybrid capacity) or remotely from elsewhere in the country.

- Develop and maintain knowledge of current state tax policy and economic issues, and identify new research opportunities
- Oversee Tax Foundation legislative and policy engagement in a given set of states
- Research and write studies, reports, blog posts, and op-eds on state tax policy issues
- Expand the Tax Foundation’s profile with policymakers, academics, journalists, and interested stakeholders through media appearances, responses to inquiries, legislative testimony, and presentations/briefings
Qualifications and Skills
- 5+ years (senior policy analyst) / 2+ years (policy analyst) of experience in economics, public finance, public policy, political science, or government
- Advanced degree in economics, public policy, political science, or related field preferred but not required
- Experience researching and writing about tax/public finance policy preferred but not required
- Strong analytical skills
- Strong communication and writing skills
- Ability to work well both independently and with a team, often on tight deadlines
- Regular travel required (1-2 trips per month during peak seasons), and frequency may increase with tenure

Location and Hours
This is a full-time position. Days and hours are Monday through Friday, 9:00 a.m. to 5:30 p.m. Eastern Time, with some flexibility in terms of start/end times. The position is based in Tax Foundation’s Washington, DC, office, with the option to work remotely on Mondays and Fridays, or in a virtual office for employees not located in the Greater Washington, DC, area. This position has regular travel associated with its duties.
This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, and photocopiers. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. This is largely a sedentary role. While performing the duties of this job, the employee is regularly required to talk or hear.
