Description of Work

The primary purpose of this position is to serve as the Capital Projects Coordinator for the Eastern NC School for the Deaf.

This position will oversee and manage all construction programs/projects assigned to the agency and to provide project management, contract
administration, and coordination for facilities and buildings operated by ENCSD.

Activities include analysis of building systems including roofs, building exteriors, fenestrations, elevators, interior finishes, hardware for solving problems with these systems and developing scope and cost estimates for related Capital Improvements projects.

Additionally, this position will assess and manage all site improvement requirements. Another important function/role of Owner review of construction project plans and specifications and Owner project management of construction projects include the responsibility of verifying compliance with current building codes; and coordinating with the finance department for budgeting, funding, and expenditure tracking for all construction projects.

Knowledge Skills and Abilities/Management Preferences

Visit the project site on a weekly basis and attend project progress meetings. Visits shall include monitoring and inspection of the project to determine compliance with plans and specifications, conformance with completion schedule, adequacy of construction administration services by the designer. and resolution to construction problems.

Provide via correspondence, e-mail, FAX, telephone and/or personal contact follow up to ensure resolution of problems or correction of deficient work. Ensure that written documentation of job progress meeting discussions, instructions, and decisions is made by the designer and distributed to all parties. Maintain a file of each assigned project by recording job site checks, special meetings, and monthly meetings, and discussions, instructions and decisions made by the designer and distributed to all parties.

Record project milestones, monthly reports, and other relevant data into Interscope project environment. Responsible for review and approval of construction Change Orders, including checking for adequate backup documentation, and cost calculating in accordance with the construction contract. Mitigate potential contract disputes through evaluation and fair consideration of all parties. Attempt to reach consensus and offer solutions to avoid formal project claim.

Perform assessments; propose solutions; develop project scope and cost estimates; prepare detailed justification for inclusion in the Capital Budget request (if required) and coordinate all and any efforts with assistance from DOA Office of State Construction in implementing solutions to building problems that are beyond routine maintenance.

Identify specific deficiencies, assess the conditions, make recommendations for corrective measures, prepare cost estimates, and recommend priorities for corrective measures. Work in consultation with the NC State Construction Office.

Provide DOA (if necessary) construction project plans and specifications. Review must consider if project meets defined project scope; integrates existing building systems properly; and provides materials and equipment that can be accessed, for future maintenance. Inform appropriate Facility management staff and integrate those comments into the written response. At conclusion of project, evaluate project for completeness and conformance with contract documents and normal standards of workmanship. Recommend acceptance or denial of project.

Minimum Education and Experience

Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution AND four (4) years of progressively responsible experience; or an equivalent combination of education and experience.

Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
