POSITION DUTIES
\r\nThis position supervises the\r\nAssistant Director of the Central Commitment Records Center and assists in the\r\ndirection of the daily operation. This\r\nposition assists the Executive Director and Executive Deputy Director in\r\nproviding technical guidance and training to Commitment personnel throughout\r\nthe state. This position assists with\r\nthe development and implementation of policy and procedural changes as a result\r\nof appellate decisions or legislative changes.\r\nThis position is responsible for investigating appeals of Incarcerated\r\nIndividual requests for administrative remedy, provides assistance with the\r\nmanagement of sentence calculations and releases for Maryland DOC Incarcerated\r\nIndividuals housed in other states, and investigates and responds to inquiries\r\nand complaints assigned by the administration.\r\nThis position represents the agency in court and Incarcerated Individual\r\ngrievance hearings. This position is\r\ncritical to the mission of the agency to protect public safety by ensuring Incarcerated\r\nIndividuals are properly confined and released. \r\n \r\n\r\n\r\n Supervises the Assistant Director of the\r\n Central Commitment Records Center and assists with oversight of the statewide\r\n daily operation to meet program goals and objectives.\r\n Assists the Executive Director and Executive\r\n Deputy Director in providing technical guidance and training to Commitment\r\n personnel throughout the state.\r\n Assists the Executive Director and Executive\r\n Deputy Director with the development and implementation of policy and\r\n procedural changes as a result of appellate decisions or legislative changes.\r\n Investigates appeals of Incarcerated\r\n Individual requests for administrative remedy and prepares a response for the\r\n Commissioner’s signature within required timeframes. Awards credits pursuant to\r\n 3706.1, CSA, ACM; processes revocation decisions held at local detention\r\n centers; and provides records certifications within required timeframes;\r\n Assists with the management of sentence\r\n calculations and releases of Incarcerated Individuals housed out of state under\r\n the Interstate Corrections Compact.\r\n Represents the agency in court and Incarcerated\r\n Individual grievance hearing, or before state and local officials, or agency\r\n senior level managers and executives of other agencies concerning program\r\n activities.\r\n\r\n\r\n\r\n
MINIMUM QUALIFICATIONS
Education: Graduation from an\r\naccredited high school or possession of a high school equivalency certificate.\r\nExperience: Six years of\r\nadministrative staff or professional work.\r\nNotes:\r\n1. Candidates may substitute 30\r\ncollege credit hours from an accredited college or university for each year up\r\nto four years of the required experience.\r\n2. Candidates may substitute the\r\npossession of a Bachelor's degree from an accredited college or university and\r\ntwo years of experience in administrative staff or professional work for the\r\nrequired experience.\r\n3. Candidates may substitute the\r\npossession of a Master's degree from an accredited college or university for\r\nthe required experience.\r\n\r\n\r\n4. Candidates may substitute U.S.\r\nArmed Forces military service experience as a commissioned officer involving\r\nstaff work related to the administration of rules, regulations, policy,\r\nprocedures and processes, or overseeing or coordinating unit operations or\r\nfunctioning as a staff assistant to a higher ranking commissioned officer on a\r\nyear-for-year basis for the required experience.\r\n
DESIRED OR PREFERRED QUALIFICATIONS
\r\n\r\n 5 years of experience reviewing, verifying,\r\n and interpreting WRITS, Court Orders, Sentence Commitments, Court and/or\r\n Immigration Detainers, court releases, court transfer orders, and intake/bail\r\n review summaries to determine and resolve issues involving the calculation of\r\n prison sentences in accordance with applicable laws, and the regulations and\r\n policies of the Department of Public Safety and Correctional Services.\r\n 3 years of experience supervising Commitment\r\n Records Specialist Staff\r\n\r\n\r\n\r\n\r\n
