Summary Statement
As a Regulatory Specialist, you’ll play a key role in advancing Delaware’s Paid Family and Medical Leave Insurance Program established under the Healthy Delaware Families Act. In this position, you’ll use your writing skills, attention to detail, and experience in policy development, legal research, and regulatory processes to help shape and support a critical statewide initiative. Your work will include drafting regulations and standard operating procedures, as well as participating in administrative hearings. You’ll also contribute to public engagement by developing educational materials and supporting the rollout of Delaware LaborFirst.\r\nIn addition, you’ll help strengthen program integrity by assisting in building an enforcement unit, designing fraud prevention processes, and investigating complaints. Serving as a subject matter expert on this Act, you’ll train staff and provide guidance on enrollment, contributions, claims, and benefits, ensuring consistent and effective program implementation.\r\n\r\n
Essential Functions

Reports findings to superior/agency staff including precedents and applicable state and federal laws/rules/regulations/contracts. Drafts recommended decisions based on findings of fact and applicable laws, rules and regulations.Researches other regulatory matters. Provides written recommendations.\r\n Presides over hearings, negotiations, and other administrative proceedings. Advises other hearing officers/examiners before, during, and subsequent to hearings, negotiations, etc.\r\n May direct the post-hearing phase including review of legal briefs submitted by various involved parties. \r\n Researches and drafts new and revised contracts/regulations/legislation.\r\n Leads and engages in mediation/arbitration of regulatory violations, contract enforcement and/or administrative rules and policies. \r\n\r\n
Job Requirements
JOB REQUIREMENTS for Regulatory Specialist \r\nApplicants must have education, training and/or experience demonstrating competence in each of the following areas:\r\n\r\n Six months experience in policy administration which includes planning, developing, implementing and evaluating policies and procedures. \r\n Three years experience in research which includes systematic study to discover or establish facts. \r\n Six months experience in quasi judicial proceedings. \r\n Three years experience in interpreting laws, rules, regulations, standards, policies, and procedures. \r\n Six months experience in narrative report writing. \r\n\r\n
