Out-of-Scope Permanent, Full-Time 100% In-Office Location: Regina or Saskatoon Pay Range: $99,155 - $132,187 Close Date: July 24th, 2026 General Accountability Responsible for developing, implementing, and maintaining a project and vendor management framework for the Facilities Management department. Leads and supports Facilities Management projects that vary in scope, complexity, duration, and financial risk. Vendor management responsibilities include leading and supporting the Facilities Management team in managing contracts, vendor relationships, and procurement processes. This role also supports Facilities Management in strategic planning, prioritizing requests from various SGI departments, and builds relationships with all stakeholders. Key Accountabilities Note: This section is not intended to be an exhaustive list of duties and responsibilities – other duties and responsibilities may be assigned. Project Management Operations and Strategic Support Develops, implements, and maintains a project management framework in alignment with corporate project management standards that supports Facilities Management in delivering its services. Project management framework includes planning, design, execution, delivery, and evaluation of projects including any associated standards, policies, or procedures. Defines a process, manages, and supports Facilities Management with the intake and prioritization of work from business areas and internal facilities departments. Supports initiatives through the corporate prioritization processes (e.g., Strategic Review Board). Leads feasibility studies and business case development as needed. Supports other areas of Facilities Management on project management practices/standards, team roles/responsibilities, monitoring and reporting of projects that vary in scope, complexity, duration, and financial risk. Conducts audits based on the project management framework and makes recommendations to ensure appropriate processes are being followed. Supports Facilities Management in developing short-, medium-, and long-term operational plans related to department strategies also ensuring integration with divisional strategic plans. Supports the development, implementation, and maintenance of the building renewal strategy. Provides leadership and support in managing initiatives that impact all facilities departments and may require coordination, procurement, program development, and standards. Liaises with required stakeholders such as IT, Corporate Safety, Corporate Purchasing, Legal HR, Enterprise Project Management Office, etc. Researches, develops, and makes recommendations according to best practices, innovative processes, and industry standards. Project Management Leads high value and complex projects related to construction, renovation, and renewal of SGI buildings. May also lead other large projects and initiatives within Facilities Management that span one or multiple areas (e.g., Corporate Security, Infrastructure & Operations, and Facilities Planning). Defines and manages the scope of projects to ensure commitments are achieved within agreed upon time, cost, and quality parameters. Organizes and documents the tasks, resources, and people required to complete the work. Guides and directs project team members and other project leads to ensure compliance with set standards, procedures, and guidelines. Ensures project deliverables are transitioned and measures project performance to ensure desired business objectives are achieved. Partners with business area/project leads to understand project needs/requirements to effectively support and manage the project. Manages the project deliverables, timelines, resources, and costs. Manages external vendor relationships to define statement of work and ensure all deliverables are delivered on time and on budget. Identifies, assesses, and appropriately manages all project risks. Anticipates problems and recommends approaches to course correct (e.g., scope, schedule, budget). Ensures project communication to stakeholders and impacted parties is planned and executed. Responsible for closing out a project by closing contracts, recording metrics, comparing, and documenting outcomes versus goals, and assessing stakeholder satisfaction. Vendor Management Develops, implements, and maintains a vendor management framework that supports Facilities Management in delivering its services. Administers contract management principles for all phases of contracting such as selecting the contract type, best value, administration, evaluation, etc. Supports procurement management and design, in collaboration with Purchasing, to ensure best value for Facilities Management processes and service delivery. Supports relationship management with contractors, partners, and suppliers including building and implementing principles that are positive for all stakeholders. Conducts audits based on the vendor management framework and makes recommendations to ensure appropriate processes are being followed. Provides reports on overall vendor performance. People Leadership Builds a high performing workforce by actively leading human resource activities. Ensures development of divisional succession plans. Builds a culture of leadership and accountability to effectively deliver on strategic and corporate strategies, ensuring integration with employee performance development and career development plans. Drives performance through team members and is committed to leadership development across the company, supporting employees and workforce readiness through mentoring, training, and developmental opportunities. Corporate Management Ensures programs and policies are in alignment with corporate, strategic, and divisional strategies. Manages risk in area of authority. Prepares, reviews, manages and/or approves departmental/divisional budgets. Prepares decision requests, decision and/or information items and/or SGI board items. Ensures that the Health, Safety and Emergency Management Policy is applied in area of responsibility, including development, implementation and managing of program components specific to departmental health and safety requirements. Makes decisions for departmental operations that are efficient, effective and in alignment with strategic direction and priorities. Ensures department and program policies, procedures and guidelines are in compliance with applicable federal and provincial legislation and regulations; implements and evaluates changes to legislation and regulations in area of authority. Establishes and maintains an effective system of internal controls to support reliable financial reporting and compliance in accordance with applicable laws and regulations within the span of control, and communicates the importance of internal controls to staff. Education & Experience Four-year degree from an accredited post-secondary education institution in a relevant field of study, such as Construction Management or Business. Project Management Professional (PMP) designation or a designation from a recognized project management institute. Eight years' experience comprised of four years of leadership and four years project management experience within facilities management managing large and complex projects. A valid driver’s licence. Knowledge, Skills & Abilities Knowledge of project management practices, approaches, and techniques. Knowledge of contract management practices and processes related to entering into written and verbal agreements. Knowledge of vendor management practices and processes to support in effectively managing a wide range of vendor relationships. Knowledge of procurement practices and processes to support in reaching formal agreements for the purchase of goods and services. Knowledge of core facilities management systems including preventative maintenance, architectural, structural, mechanical, electrical, space management, and environmental sustainability. Knowledge of the components and processes involved with building construction, renovation, and renewal. Knowledge of organizational units and how they interact to support the corporation’s operations. Knowledge of budgeting, variance reporting, and how financial information contributes to management understanding and decisions. Skill in managing large scale projects related to building construction, renovation, and renewal. Ability to write high-quality reports (project charters, progress updates, project quality plans, etc.) that are clear, concise, and targeted to the audience. Ability to build and maintain strong relationships with business partners, management and key stakeholders. Working Conditions Physical Effort: Normal office environment. Travel and overnight travel are required to SGI locations (10%). Physical Environment: Majority of time spent in a typical work environment with occasional and/or mild exposure to unpleasant conditions and light physical effort. This position is exposed to construction sites where the potential for physical harm is present (10%). Sensory Attention: Normal office environment.
