MANAGEMENT JOB DESCRIPTION
POSITION TITLE: Manager of Transportation and Garage
DEPARTMENT: Facilities
REPORTS TO: Assist Director of Facilities
POSITION OBJECTIVE:
Reporting to the Assistant Director of Facilities, the Manager of Transportation and Garage, is responsible for ensuring the safe, efficient, and reliable transportation of students, as well as overseeing the maintenance and operation of the district's bus and vehicle fleet (including garage operations). The role includes responsibility for route planning, driver supervision, fleet lifecycle management, and compliance with Transport Canada National Safety Code and Provincial Commercial Vehicle Safety and Enforcement (CVSE) regulations.
Key Responsibilities
Operations & Service Delivery
- Develops, schedules, and adjusts regular, special needs, and alternative program transportation routes to optimize efficiency and service reliability.
- Coordinates transportation for extracurricular activities, field trips, charters, and contracted services.
- Oversees coordination of ISP bussing requirements, ensuring appropriate planning, scheduling, and accommodation of diverse student needs.
- Conducts route analysis and service reviews, working in collaboration with municipal partners (Township and City) to improve safety, efficiency, and service delivery.
Safety, Security & Service Continuity
- Ensures the safe and timely transportation of students through the implementation and monitoring of comprehensive safety programs and procedures.
- Develops and enforces driver safety standards, including driving practices, pre- and post-trip inspections, and adherence to all applicable regulations.
- Leads emergency response and incident management for accidents, mechanical failures, weather events, or driver shortages, ensuring continuity of service.
- Conducts and documents incident and injury investigations involving drivers, staff, and students, and implements corrective and preventative measures.
- Establishes and maintains safety and security protocols, including student management, emergency evacuation procedures, and threat/risk assessments.
- Performs regular safety audits, compliance checks, and risk assessments across transportation operations and garage facilities.
Leadership & Training
- Recruits, trains, supervises, and evaluates drivers, foreman, mechanics, and support staff.
- Develops and delivers ongoing training programs, including driver orientation, defensive driving, student behavior management, first aid, and emergency response procedures.
- Ensures all drivers meet licensing, certification, medical fitness, and background check requirements.
- Provides coaching, performance management, and supports continuous professional development.
- Ensures compliance with collective agreements, district policies, and WorkSafeBC requirements.
Fleet & Regulatory Compliance
- Ensures full compliance with Transport Canada National Safety Code and CVSE regulations.
- Maintains accurate and auditable records for inspections, maintenance, driver qualifications, and regulatory reporting.
- Establishes and oversees preventative maintenance and inspection programs for all fleet (yellow and white fleet).
- Oversee scheduling, prioritization, and quality control of all maintenance and repair activities.
- Monitors vehicle safety recalls, defect reporting, and compliance with manufacturers and regulatory standards.
Planning, Procurement & Sustainability
- Leads procurement of buses and fleet vehicles aligned with operational needs, safety standards, and lifecycle planning.
- Develop and monitor long-term fleet replacement strategies and plans.
- Optimize fleet operations to support sustainability goals as required.
Financial & Administrative
- Manages the transportation and garage operating budgets, including forecasting, cost control, and financial reporting.
- Tracks and analysis of cost per route, fuel usage, and maintenance metrics.
- Develops, updates, and maintains operational documentation, including the Bus Drivers' Manual, Transportation Procedures Manual, safety protocols, and incident response guidelines.
Stakeholder Relations & Support
- Liaises with district staff, families, municipal partners, government agencies, and committees (including TTAC for both Township and City).
- Responds to parent and community concerns related to transportation services in a professional and timely manner.
- Participates in emergency on-call rotation for facility-related incidents.
- Performs other related duties as assigned.
Qualifications
- Diploma or Degree in Transportation Management, Business Administration, or Mechanical/Automotive Technology(preferred) or equivalent education or experience.
- Minimum 5–6 years of progressive experience in transportation operations, fleet maintenance, or commercial vehicle inspection programs.
- Clear understanding of CVSE requirements.
- A valid Class 2 Driver's License with air endorsement is considered an asset, but not mandatory.
- Strong knowledge of Transport Canada National Safety Code.
- Experience supervising unionized staff in a complex, service-oriented environment.
- Proficiency with transportation routing software and fleet management systems including Transversa or Versa – Trans.
- Strong organizational, analytical, and problem-solving skills.
- Demonstrated ability to build positive relationships with staff, students, families, and community partners.
- Experience in a public sector or school district setting is preferred.
