1. Job Summary
The Senior Manager – Regulatory & CEA Compliance will be responsible for ensuring that all solar power plants of the company comply with CEA, CERC, SERC, IEGC, Grid Standards, and all statutory regulations applicable to renewable energy generators in India.
This role will monitor, track, maintain records, and ensure timely submissions to authorities such as CEA, RLDC/SLDC, STU/CTU, DISCOM, MNRE, and other regulatory bodies.
The candidate will act as the central compliance authority for O&M and will support all plants for adherence to technical, operational, grid code, and documentation requirements.
2. Key Responsibilities
A. CEA Technical Compliance (Connectivity, Grid Standards, Metering, Communication)
- Ensure full compliance with:
- CEA (Technical Standards for Connectivity to Grid), 2007
- CEA (Metering) Regulations, 2006
- CEA (Grid Standards) Regulations, 2010
- CEA (Technical Standards for Communication System in Power System Operations), 2020
- CEA (Furnishing of Statistics, Returns and Information), 2007
- Review plant-level adherence to voltage limits, frequency response, reactive power, protection coordination, islanding, and grid connectivity norms.
- Ensure renewable generator compliance with grid disturbance recording, event logging, FRT, ramping control, PPC/APPC requirements.
B. CERC / SERC / IEGC Compliance
- Monitor compliance with:
- CERC Indian Electricity Grid Code (IEGC) Regulations, 2023
- State Grid Codes and STU/SLDC directions
- CERC/SERC Renewable Energy Framework, forecasting & scheduling rules
- Ensure all commercial, operational, and grid-related requirements are adhered to.
C. Metering, Energy Accounting & Communication System Compliance
- Ensure compliance of ABT meters, SEM meters, CT/PT accuracy class, meter sealing, meter data retrieval, and meter testing as per CEA Metering Regulations.
- Ensure correct functioning of RTU, PLCC, FO communication, SCADA/Telemetry, and integration with SLDC/RLDC.
- Coordinate with the metering wing, STU, SLDC for meter replacement, testing, and calibration.
D. Forecasting & Scheduling (F&S) Compliance
- Ensure plant compliance with F&S regulations including day-ahead and intra-day schedules.
- Review penalties, deviations, DSM charges, and corrective measures.
- Coordinate with forecasting agencies and SLDC for schedule revisions, generation reporting, availability declaration etc.
E. Documentation, Reporting & Statutory Filings
- Ensure timely filing of statutory returns, technical information, and compliance documents to:
- CEA
- SLDC / RLDC
- STU / CTU
- DISCOM
- Maintain updated compliance register, license documents, approvals, NOCs, and audit records.
- Prepare compliance dashboards, MIS reports, and monthly/quarterly regulatory summaries.
F. Internal Audits & Compliance Monitoring
- Conduct periodic compliance audits for all solar power plants.
- Identify any gaps in regulatory adherence and ensure corrective actions are implemented.
- Prepare SOPs, checklists, and guidelines for regulatory compliance at site level.
G. Coordination with Authorities & Internal Teams
- Liaise with CEA, SLDC, STU, DISCOM, RLDC/RPC, and other government agencies.
- Support site O&M teams in resolving compliance issues raised by utilities.
- Work closely with internal teams – Engineering, SCADA, Projects, Legal, Commercial, and Operations.
H. Training & Awareness
- Conduct training for site and HO teams on regulatory requirements, grid code revisions, metering norms, and communication system standards.
- Ensure awareness of changes in CERC/SERC/CEA regulations.
3. Required Qualifications & Experience
- B.Tech / B.E. in Electrical Engineering.
- 7–15 years of experience in Renewable Energy / IPP / Utility Grid Compliance.
- Strong understanding of CEA, CERC, SERC, IEGC, and metering regulations.
- Experience in regulatory documentation, grid connectivity compliance, energy accounting, forecasting & scheduling norms.
- Experience interacting with SLDC/RLDC, STU/CTU, DISCOM is mandatory.
- Knowledge of SCADA/Communication/SEM metering is an advantage.

5. Preferred Certifications (Optional)
- Certification in Energy Regulations / Renewable Grid Compliance.
- Training in Forecasting & Scheduling / DSM.
- SCADA/Telemetry/Communication System certification.
