Position Overview

Rockwoods is seeking an experienced Sr. Oracle SQL Developer / Federal Financial Analyst to support .NET developers in the modernization of the Federal Financial Reporting System. This role involves working with Oracle databases, federal financial systems, and compliance documentation while supporting financial reporting, reconciliation, and system enhancement initiatives.

The ideal candidate will have strong expertise in Oracle SQL, federal accounting systems, SAP finance data, and federal security compliance documentation.

Key Responsibilities

Support development and modernization of federal financial reporting systems

Develop, write, and optimize Oracle SQL and PL/SQL queries

Assist .NET developers with database design, queries, and reporting support

Analyze financial data to identify trends, discrepancies, and improvement areas

Support monthly, quarterly, and annual financial reporting and reconciliation

Assist in implementation and improvement of financial reporting tools and processes

Create and maintain technical and compliance documentation

Document system processes, procedures, and data dictionaries

Coordinate with business users, developers, and financial teams

Ensure compliance with federal financial and security standards

Support system development lifecycle (SDLC) and financial system enhancements

Required Technical Skills

5–10 years of experience with Oracle SQL and PL/SQL

Strong SQL querying and database development experience

Experience using ODBC to connect to Oracle databases

Experience supporting .NET applications from a database perspective

Experience with SAP payroll and financial data (minimum 4+ years preferred)

Experience with database documentation and system process documentation

Strong experience with Microsoft Excel, Word, PowerPoint, and Visio

Experience working in Agile/SCRUM environments

Federal Financial Systems Experience

5–10 years of experience supporting federal financial systems

Experience with federal financial reporting and reconciliation

Experience reconciling subsidiary data to USSGL / General Ledger

Knowledge of federal accounting standards and reporting requirements

Understanding of GAAP (federal context), SFFAS, and OMB requirements

Experience analyzing financial data and reporting systems

Federal Compliance & Security Documentation Experience

Experience supporting RMF and federal compliance documentation, including:

Authority to Operate (ATO) documentation

System Security Plans (SSP)

Security Assessment Plans (SAP) and Reports (SAR)

Plan of Action and Milestones (POA&M)

Privacy Impact Assessments (PIA) and Privacy Threshold Assessments (PTA)

FIPS 199 and NIST SP 800-60 documentation

STIG compliance documentation

Audit and compliance reporting

Functional Responsibilities

Support financial system operations, maintenance, and enhancement

Analyze and improve financial system processes

Provide financial systems expertise to business and technical teams

Support financial reporting system implementation and upgrades

Assist with system documentation, training, and user support

Ensure compliance with financial policies, procedures, and federal regulations

Education Requirements

Bachelor's degree in Accounting, Finance, Business Administration, IT, or related field

OR Bachelor's degree with 5–10 years of federal financial systems experience

Preferred Certifications

Oracle Certified Professional (OCP)

Oracle PL/SQL Developer Certified Associate

Federal financial or compliance certifications (preferred)
