Job description

Location: Toronto, ON (Hybrid) - 2 days in the Office Downtown Toronto

Contract: September 2026 – March 2027

Compensation: $65/hour

Language Requirement: Fully Bilingual (English & French)

Our client, a respected public sector organization in Toronto, is seeking an experienced Manager – Procurement & Purchasing Optimization to lead a strategic procurement transformation initiative.

This is an opportunity for a seasoned procurement professional to modernize purchasing operations, strengthen governance, optimize policies and processes, and ensure compliance with Ontario public sector procurement standards.

You will work closely with executive leadership, finance, legal counsel, and key stakeholders to build a procurement function that is efficient, compliant, transparent, and aligned with best practices.

What You'll Do

You will lead initiatives that improve procurement governance and operational effectiveness by:

  • Assessing current procurement and purchasing processes and identifying opportunities for modernization and optimization.
  • Reviewing and redesigning procurement policies, procedures, templates, and internal controls.
  • Developing standardized procurement workflows that improve efficiency, transparency, and accountability.
  • Ensuring compliance with Ontario public sector procurement legislation, trade agreements, and applicable regulatory requirements.
  • Review and evaluate the organization's current tendering processes (RFPs, RFQs, RFSQs, and competitive procurements), identify gaps and inefficiencies, and recommend improvements to enhance compliance, transparency, fairness, and operational efficiency in accordance with Ontario public sector procurement best practices.
  • Advising leadership on procurement governance, risk management, and best practices.
  • Working closely with legal counsel on contract development, negotiations, procurement documentation, and risk mitigation.
  • Providing strategic recommendations to strengthen procurement operations and purchasing controls.
  • Collaborating with internal stakeholders to improve vendor management and purchasing practices.
  • Preparing reports, recommendations, and presentations for senior leadership.

What You Bring

We're looking for someone who combines strategic thinking with hands-on procurement expertise.

Required Qualifications

  • 10+ years of progressive procurement, purchasing, or strategic sourcing experience.
  • Fluently bilingual in English and French (spoken and written).
  • Extensive experience within the Ontario Public Sector or Broader Public Sector (BPS).
  • Strong knowledge of:
  • Ontario public procurement legislation
  • Competitive procurement processes
  • Public tendering
  • Procurement governance
  • Contract administration
  • Risk management
  • Experience developing procurement policies, procedures, governance frameworks, and internal controls.
  • Proven ability to optimize procurement operations and implement best practices.
  • Strong stakeholder management and communication skills.
  • Experience working with legal teams on contracts and procurement compliance.

Professional Designation

One of the following (or equivalent):

  • SCMP
  • CPSM
  • CPPB
  • NIGP-CPP
  • Equivalent recognized procurement designation

Nice to Have

  • Procurement experience within an Ontario university or college
  • Experience leading procurement transformation or modernization initiatives
  • Public sector consulting experience
  • Experience implementing procurement technology or digital procurement solutions
  • Knowledge of vendor performance management and contract lifecycle management
