Required Qualifications
- Bachelor's degree in Computer Science, Information Technology, Engineering, Business Administration, or related field and 16+ years experience
- Progressive experience in program/project management
- Experience managing DoD or Intelligence Community programs
- Experience managing cybersecurity, cyber operations, or software development programs
- Experience as a Program Manager on contracts of similar size and complexity ($50M+ annually, 50+ personnel)
- Experience managing programs supporting USCYBERCOM, NSA, or DoD cyber organizations
- Demonstrated experience managing Agile software development programs in classified environments
- Proven track record of successful contract execution, including meeting cost, schedule, and performance objectives
- Project Management Professional (PMP) certification
- Must posess an active TS/SCI w/Poly
- US citizenship required
Preferred Qualifications
- Prior experience as Program Manager on USCYBERCOM J9 programs
- Experience with Joint Malware Catalog (JMC) or similar malware repository systems
- Knowledge of Joint Cyber Warfighting Architecture (JCWA) and integration requirements
- Experience with R2D2 development platform
- Familiarity with AWS GovCloud / Impact Level 5 environments
- Existing relationships with USCYBERCOM leadership
- Experience managing programs through transition (both transition-in and transition-out)

The Program Manager serves as the senior contractor representative and single point of accountability for the contract, responsible for overall program execution, Government interface, and delivery of all contract requirements supporting USCYBERCOM's malware analysis and reverse engineering mission. This position holds full authority and responsibility for cost, schedule, and technical performance across all contract tasks, ensuring the Joint Malware Catalog (JMC) and associated malware capabilities meet USCYBERCOM operational requirements.
