Job Description

Basic Qualifications

  • Active Top Secret Clearance Eligible for SCI
  • 18+ years of experience in government technology commercialization, technology leadership, and/or change management within a federal contracting environment.
  • Bachelor’s Degree from an accredited college or university in a related discipline to the work performed
  • Minimum 10 years of experience as a Program Manager / Senior leader working with Federal Government Contracts.
  • Experience with the Army National Guard Cyber Operations
  • Possess and active Project Management Institute (PMI) Project Management Professional or Program Management Professional (PmMP) Certification.
  • Possess and active ITIL V3 Practitioner or ITIL V4 equivalent certification

Desired Qualifications:

  • Master’s degree from an accredited college or university in a discipline related to project management or national security.
  • Experience effectively directing and managing contract functions involving multiple, complex, and interrelated project tasks
  • Possess DoD 8570.01-M Information Assurance Manager (IAM) Level III (CISM, CISSP, GSLC, CCISO)
  • Experience with performance-based and award-fee contracts
  • 10 YOE working for or with the National Guard
  • Program Leadership & Governance
  • Define and manage program scope, objectives, milestones, and deliverables in alignment with Department of Defense Information Network (DODIN) requirements for the Army National Guard.
  • Serve as the principal liaison to senior Government stakeholders, providing clear and timely program status updates, risk assessments, and performance reports.
  • Ensure compliance with DoD, Federal, and State-level policies, directives, and security frameworks.
  • Enterprise Network & Cybersecurity Oversight
  • Oversee operations and sustainment of enterprise network services supporting 1,200 users across 140,000 endpoints in geographically dispersed environments.
  • Direct cyber defense initiatives to secure mission-critical systems, ensuring continuous availability of essential services for Federal operations and State-level Defense Support of Civil Authorities (DSCA) missions.
  • Coordinate incident response, vulnerability management, and cyber risk mitigation strategies across the enterprise.
  • Operational Excellence
  • Establish and enforce quality standards, operational processes, and performance metrics to ensure high availability, resiliency, and mission assurance.
  • Manage program resources, budgets, and schedules to meet mission objectives without compromising security or service delivery.
  • Lead continuous improvement initiatives, leveraging lessons learned and industry best practices to strengthen enterprise network operations.
  • Team & Stakeholder Engagement
  • Provide day-to-day direction, mentorship, and professional development to multidisciplinary program teams, ensuring technical and analytical expertise is applied effectively.
  • Foster collaboration between Federal agencies, State National Guard units, and industry partners to enable integrated mission success.
  • Support strategic planning to anticipate future operational requirements and emerging cyber threats.
  • Mission Readiness & DSCA Support
  • Ensure enterprise IT and cybersecurity capabilities are postured to support both Federal missions and rapid response requirements in support of State Governors during emergencies or natural disasters.
  • Coordinate technical readiness and resilience planning to guarantee uninterrupted communication and cyber defense capabilities during contingency operations
