The Office of the Chief Financial Officer (OCFO) is the steward of the Government of the District of Columbia’s (District’s) finances. Since its creation in 1996, OCFO’s mission is to ensure the financial integrity and long-term fiscal health of the District. OCFO accomplishes this mission by ensuring balanced budgets, unqualified or “clean” audit opinions, and access to quality credit markets with high and improving bond ratings.
OCFO’s operational responsibilities include forecasting the District’s revenues and financial condition, developing and managing the District’s budget, administering the District’s taxes, and executing and recording the District’s financial transactions. In addition, OCFO administers the District’s lottery and gaming programs, and oversees the finances of the University of the District of Columbia and the Washington Convention and Sports Authority (Events DC).
We are in search of an Executive Director of Internal Audit (Executive Director – Office of Integrity and Oversight). This position is located in the Office of the Chief Financial Officer (OCFO), Office of Integrity and Oversight (OIO). OIO is responsible for ensuring that accountability, integrity, and efficiency are maintained in all activities of the OCFO. The incumbent is responsible for planning, directing, and administering all internal audit and internal security programs for the OCFO and provides independent review and appraisal of all OCFO programs in order to provide constructive input and to assist in continuous improvement efforts.
Duties include but are not limited to:
- Serving as first point of contact and OCFO representative on all law enforcement matters
- Acting as the OCFO’s liaison on audit related issues from the DC Auditor and DC Inspector General
- Monitoring the OCFO's compliance with all rules, regulations, policies, and procedures applicable to the DC code and/or DC laws and regulations to ensure the integrity and efficient operation of the OCFO
- Represents the OCFO as the top management official for OIO and coordinates with senior managers from other OCFO and District of Columbia departments on matters of mutual concern
- Initiating and maintaining all programs and activities related to ensuring all OCFO employees are trained, understand, and comply with provision of the OCFO Code of Conduct and other ethics guidelines
- Performs other related duties as assigned
Minimum Qualifications: Nine (9) years of progressive experience, to include three (3) years at the managerial level, leading internal audit and internal security functions; overseeing audit activities; liaising with law enforcement and external oversight entities; and ensuring compliance with applicable laws, regulations, and organizational policies within a large government agency or similar organization. The applicant must also have demonstrated experience conducting and overseeing both criminal and administrative investigations, with expert knowledge of criminal investigative techniques, and experience designing and overseeing ethics and Code of Conduct training programs.
In addition, applicant must possess a bachelor’s degree at an accredited US institution in accounting, business administration, finance, public administration or related field. Applicants must submit an official transcript that verifies the bachelor’s degree in order to be considered. If applicable, your application package must include a foreign credential course by course evaluation of all foreign transcripts. Acceptable foreign credential equivalency reports must be provided by organizations that have current membership with the National Association of Credential Evaluation Services (NACES) or the Association of International Credential Evaluators (AICE).
