Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

This role is an in‑office position (5 days per week) based at our 130 Adelaide Street location. Our team is highly collaborative, and much of our work benefits from in‑person co‑creation, relationship‑building, and hands‑on partnership with leaders across the organization. We offer flexibility in start and end times while maintaining core business hours for shared availability across the team.

Our Capital Projects Group (CPG) GO & UP Division is hiring a Project Manager to support our Construction Management Office at a programmatic level to support across the organization, overseeing and guiding the CM teams in the governance and integration of construction management processes across the CPG GO Expansion (GOE) projects. Reporting to the Senior Manager, this position will support the execution of strategic initiatives and ensure alignment with the centralized team functioning as the ‘Centre of Excellence’ for all construction activities. The Project Manager will help ensure CM teams are equipped with the necessary training, processes, policies, and procedures to perform effectively and efficiently.

What will I be doing?

  • Apply a program lens to manage and improve the way we deliver projects and initiatives
  • Supports and manages the CMO central team to ensure alignment with organizational strategic plans, service continuity, and seamless integration across the program.
  • Champions CMO initiatives, track progress, and identify deficiencies and opportunities for efficiencies, recommending and implementing solutions to maintain high-quality delivery within the CM team.
  • Collaborate proactively with CPG GOE Project Teams to ensure alignment on a unified vision for excellence in Construction Management.
  • Supports the development and implementation of appropriate processes, procedures, and measures to ensure that all safety, regulatory and legal requirements related to the areas of responsibility are fulfilled.
  • Develop and deliver reports and presentations on programmatic initiatives and updates to appropriate levels of management
  • Work with project delivery teams and internal stakeholders to progress projects or initiatives through various reporting, governance, and approval requirements
  • Lead and coordinate LEAN initiatives across the program, and support development, transformation and continuous improvement projects
  • Identify opportunities for innovation, improvement and change, develop solutions, and support with the implementation of opportunities across the CPG program that align with Metrolinx’s strategic plans and mandates

What Skills and Qualifications Do I Need?

  • Completion of a degree or diploma in Engineering, Applied Science, Architecture or a related discipline – or a combination of education, training and experience deemed equivalent
  • Demonstrated experience in project management, preferably in the public sector
  • Project Management Professional (PMP) designation is strongly desired
  • Professional Engineer (P.Eng.) or Licensed Architect (OAA) designations is an asset
  • Courses/programs on LEAN or other process improvement certifications, project management, construction management and transportation design are considered an asset
  • Demonstrated experience in managing projects involving the planning, design, construction, and commissioning in an operating Railway environment or similar environment.
  • Demonstrated progressive experience in capital project or program management and implementation, including knowledge and understanding of construction engineering, construction processes, and value engineering, and experience in managing large, complex, multi-year projects
  • Knowledge of program management, planning, budgeting, prioritization, risk and change management principles, methods, and techniques to manage the development, deployment, and implementation program initiatives
  • Strong problem solving and influencing skills to establish effective working relationships
  • Excellent oral, written, presentation, and interpersonal skills to articulate and present advice, options, and recommendations to senior management, while working effectively and collaboratively in a large, integrated team environment at all levels
  • Leadership and management skills to manage and motivate teams and set high standards and clear expectations
