About Our Client

Our client is a growing commercial utilities contractor with offices in Washington, DC and Baltimore, MD, delivering underground utility solutions across the DMV market. As a subsidiary of a larger construction group, they provide comprehensive civil construction services to both public and private clients. Their work includes wet utilities such as water, sewer, and storm, as well as dry utilities including power, telecom, and duct bank for commercial projects (no gas). Currently generating approximately $20M in annual revenue, the company has a clear and aggressive growth plan to scale beyond $100M+ over the next 5-10 years, creating long-term career stability and advancement opportunities.

Job Description

The Senior Estimator - Wet & Dry Utilities - DC will be responsible for:

  • Leading detailed estimates for wet and dry utility scopes on commercial and civil projects
  • Preparing accurate conceptual, budgetary, and hard-bid estimates from early design through final pricing
  • Reviewing drawings, specifications, and geotechnical reports to identify scope, quantities, and risks
  • Performing quantity takeoffs and assembling labor, equipment, material, and subcontractor pricing
  • Developing pricing strategies for water, sewer, storm, power, telecom, and duct bank work (no gas)
  • Soliciting, evaluating, and leveling subcontractor and vendor bids
  • Identifying value engineering opportunities and cost-saving alternatives
  • Assessing project risk and incorporating contingencies as needed
  • Collaborating with operations, project management, and leadership during bid reviews and handoff
  • Preparing bid proposals, scopes of work, clarifications, and exclusions
  • Supporting preconstruction planning and scheduling as needed
  • Maintaining estimating databases, historical cost data, and production rates
  • Participating in post-bid interviews, negotiations, and client presentations
  • Assisting with workload planning and mentoring junior estimators as required

The Successful Applicant

The Senior Estimator - Wet & Dry Utilities - DC will have:

  • 7+ years of estimating experience within wet and dry utilities, heavy civil, or underground construction
  • Strong background estimating water, sewer, storm, power, telecom, and duct bank scopes (no gas)
  • Proven experience leading estimates for commercial and public sector utility projects in the DC market
  • Advanced ability to perform detailed quantity takeoffs and assemble labor, equipment, material, and subcontractor pricing
  • Deep understanding of productivity rates, means and methods, and constructability for utility work
  • Experience preparing conceptual, budgetary, and hard-bid estimates
  • Strong knowledge of contract types, bid packaging, and risk assessment
  • Ability to evaluate subcontractor/vendor bids, identify gaps, and perform leveling
  • Experience participating in bid reviews, negotiations, and post-bid interviews
  • Proficiency with estimating software and tools (ex: HeavyBid, Bid2Win, Excel, or similar)
  • Strong communication and leadership skills with the ability to collaborate across preconstruction and operations teams
  • Detail-oriented, organized, and able to manage multiple bids simultaneously
  • Desire to mentor junior estimators and contribute to continuous improvement of estimating processes
