The Department of Public Service Delivery is looking for a qualified candidate to fill the Residential Tenancies Officer position located in Winnipeg.
Duties
Reporting to the Manager of Investigation Services, the Residential Tenancies Officer is responsible for conducting on-site rental unit inspections, assessing repair issues with respect to compliance with legislation governing health, safety and building standards; and issuing orders with written reasons in areas of non-compliance. The officer works with landlords and tenants to ensure that repairs are completed in a timely fashion. The officer will enforce outstanding orders in accordance with The Residential Tenancies Act and branch policies, including the investigation of abandoned personal property, lockout, utility shutoffs, collection and disbursement of rents, hiring of contractors to complete the repairs and ensuring repair work is completed in a manner that complies with the order. The officer also advises landlords and tenants on the requirements of the legislation through public speaking engagements, correspondence and over the telephone.

Qualifications
Essential
- Post-secondary education and/or a combination of education and relevant experience in business administration, law enforcement, or fields related to health, safety, and building standards.
- Experience conducting investigations and interviews to gather information and make well-informed decisions.
- Experience interpreting and ensuring compliance with applicable Acts, regulations, and policies.
- Excellent interpersonal skills including the ability to work well with internal and external stakeholders.
- Excellent written communication skills with experience preparing clear and concise documents for a variety of audiences.
- Strong verbal communication skills with the ability to convey technical information to diverse stakeholders.
- Excellent organizational and time-management skills with the ability to manage heavy caseloads with competing priorities in high-volume, deadline-driven environments while ensuring accuracy and attention to detail.
- Strong problem-solving and decision-making abilities, with sound judgment in complex or challenging situations.
Desired:
- Knowledge of residential tenancies legislation.
- Experience and/or practical knowledge of mediation and/or dispute resolution.
- Experience evaluating financial reports and performing computations for analysis.
- Experience using Microsoft Teams and Artificial Intelligence (AI) tools, such as Copilot.
- Ability to communicate in French is an asset.
Conditions of Employment:
- Must be legally entitled to work in Canada
- Must be able to provide and maintain a satisfactory Criminal Record Check with Vulnerable Sector Search
- Must be able work overtime on short notice to conduct required inspections related to lockouts, distraints, utility shut offs, and other investigations
- Must have a valid Full Class 5 Manitoba driver's licence, access to a vehicle and the ability to travel within the Province of Manitoba for government business
- Must be physically capable of performing duties such as standing, crouching, lifting, climbing stairs, working at heights, and entering confined spaces within rental units or residential complexes
