Job Description

You will join IPE Global's Social and Economic Empowerment practice, focusing on building girl capital, empowering women, and nurturing resilient communities through inclusive and sustainable solutions. Your role as a Public Finance Analyst will involve supporting data analysis for women's empowerment schemes in India, with a particular emphasis on health, nutrition, skilling, social security, employment, and livelihood. You will be responsible for compiling, tabulating, and analyzing relevant budget data, conducting fiscal gap analysis, and developing fiscal models to enhance public budget allocation efficiency and resource utilization.

Key Responsibilities:

  • Compile and tabulate fiscal and financial data, scheme outcome data for women's empowerment interventions.
  • Conduct detailed budget analysis for health, nutrition, skilling, and employment programs.
  • Perform fiscal gap analysis to identify funding shortfalls and propose solutions.
  • Assist in diagnostic assessments using tools like public expenditure reviews and fiscal risk assessments.
  • Review fiscal plans and suggest changes for improved budget allocation and utilization.
  • Provide analytical support in developing fiscal models for projecting financial needs.
  • Conduct fiscal space analysis at the national and state levels to support innovative programs for improved nutrition outcomes.

Data Management:

  • Ensure accurate collection, analysis, and reporting of financial data related to women's empowerment, maternal and child health, and skilling schemes.
  • Analyze expenditure trends, resource gap analysis, and areas for financial management improvement at national, state, and local levels.

Qualification & Experience:

Essential

  • Postgraduate degree in Economics, Accounting, Commerce, Financial Management, Public Administration, or similar fields.
  • Minimum 5 years of experience in public sector PFM and budget analysis.
  • Strong knowledge of India's public financial management system and financial rules.
  • Understanding of budget planning, formulation, and control at national and state levels.

Desirable:

  • Understanding of women's empowerment schemes in India, particularly in health, nutrition, skilling, employment, and social protection.
