General Statement of Duties
Closing Date: This position closes on Monday, May 4, 2026.
Manages the County's payroll processes in the Oracle E-Business payroll system; creates and maintains system elements related to payroll system and processes; manages the County's W2 process; serves on project teams; and does related work as required.
Essential Duties
The ideal candidate will possess comprehensive expertise in payroll systems, tax compliance, and project management, combined with strong communication and interpersonal skills. They will demonstrate professionalism, integrity, and the ability to effectively manage multiple priorities while maintaining excellent relationships with diverse stakeholders.
- Thorough, up-to-date understanding of the Oracle E-Business payroll system, including County payroll policies, schedules, current tax tables, W-2 requirements, and supported Oracle modules and products
- Strong knowledge of Federal and State tax laws and regulations, with the ability to interpret and apply changes impacting payroll, benefits, and tax compliance
- Demonstrated project and time management skills, including the ability to prioritize, multi-task, and complete work accurately and on time within established deadlines
- High level of professional integrity with the ability to handle and safeguard confidential payroll data
- Strong analytical, critical thinking, and problem-solving skills, with the ability to research issues, evaluate alternatives, and make sound decisions within policy and procedural frameworks
- Ability to interpret, apply, and communicate technical and regulatory information clearly and accurately to various audiences
- Proficient in data analysis, with the ability to synthesize multiple data types and provide accurate, actionable recommendations
- Strong technical skills, including the use of computers, business software, proprietary applications, and sufficient visual and auditory acuity for effective task performance
- Excellent written and verbal communication skills, with the ability to explain complex information in a user-friendly manner to both technical and non-technical audiences
- Strong interpersonal and collaboration skills, with the ability to establish and maintain effective working relationships across departments, IT staff, vendors, and stakeholders
- Demonstrated customer service orientation, with the ability to interact professionally, patiently, and respectfully with individuals of diverse skill levels and functional needs
- Ability to work independently and collaboratively, demonstrating flexibility, accountability, and a positive attitude in a team-oriented environment
- Must be able to represent the County professionally to internal and external stakeholders and may be required to work a flexible schedule as needed
Minimum Qualifications
Four-year degree in relevant course of studies such as accounting, finance, business or public administration; and our (4) years of relevant work experience managing payroll processes with multiple payrolls and pay schedules in Oracle E-Business Suite or comparable system, including coordinating or handling the update and testing of payroll system and processes, and maintaining various system calendars and elements as they relate to payroll processing; OR, any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

May require a valid driver's license to collaborate with HCPS personnel.
The expected hiring range for this position is between $79,144.58 - $120,693.13.
