Job Description Job Title: Manager – Project Analytics & Business Decisions Support Engineers

Function: PMO / Strategic Projects

Location: Bhopal HO with site visits across India as required

Reports to: COO / Executive Director – Projects

1. Why This Role Matters at DBL

At DBL, scale and speed are core to our execution DNA across highways, irrigation, mining, and urban infra. With multiple high-value projects running in parallel, delays and gaps directly impact margins, cash flow, and client reputation. This role ensures leadership has real-time visibility into what’s stuck, what’s missing, and the business impact if not addressed. It connects site realities to P&L, enabling faster, data-backed decisions on execution, claims, vendor strategy, and compliance. This is not an IT role. It’s a business role that protects DBL’s margins and delivery commitments.

2. Role Purpose

Lead data-driven decision making across DBL’s project portfolio. Convert project data, market intelligence, and site feedback into clear business advice for top management. Proactively identify open issues, gaps, and risks affecting cost, time, scope, quality, safety, and compliance.

3. Key Responsibilities

3.1 Business Decision Support for DBL Projects Analyze historical data from NHAI, MoRTH, Railways, Irrigation, Mining projects: delays, cost overruns, escalation claims, billing cycles Review current project health: physical/financial progress, equipment deployment, subcontractor performance, working capital blockage Research external data: steel/cement/bitumen rates, diesel trends, labor availability, policy changes impacting EPC/PPP/HAM projects Build business cases for management on acceleration, descoping, claims, and resource reallocation

3.2 Issue & Gap Management Track open issues: land acquisition, utility shifting, design approvals, forest/environmental clearances, RA bill certifications Map gaps: BOQ vs executed, scope changes, contract vs site conditions, EHS/ISO/QMS documentation, client & authority approvals Drive weekly war-room reviews with site, planning, contracts, and finance teams to ensure closure

3.3 Performance Monitoring & Forecasting Develop DBL-specific dashboards: Project-wise CPI, SPI, EBITDA impact, retention/held-up amounts, arbitration exposure Forecast impact of monsoon, policy changes, rate hikes on project margins and timelines Provide early warnings on projects at risk of LD, penalty, or margin erosion

3.4 Strategic Inputs & Governance Support bid/no-bid and project selection using past project analytics and market data Advise on subcontractor/vendor rating, rate analysis, and contract risk mitigation Ensure alignment with DBL’s contractual commitments and compliance to ISO 9001, ISO 27001, ISO 45001, ISO 14001

4. Required Skills & Competencies 8-12 years in EPC/Infra with 3+ years in PMO, planning, commercial, or strategy roles. NHAI/MoRTH project exposure preferred Strong business acumen with ability to link site data to cash flow, margins, and claims Advanced Excel, Power BI, Primavera P6/MSP. SAP PS/MM/FI knowledge preferred

Deep understanding of EPC contracts, HAM/PPP models, billing, measurements, and arbitration Strong stakeholder management with site heads, clients, and DBL leadership

5. Qualifications B.Tech/B.E. Civil/Mech + MBA preferred PMP / CCP / Analytics certification is a plus

6. Success Metrics for DBL 20% reduction in avg. age of open critical issues QoQ Improved billing to cash cycle and reduced unbilled WIP Zero surprises on LD/penalty due to early risk identification
