Tri-global Solutions Group Inc. is seeking one (1) Senior Change Manager (Digital Trust) to join our talented Service Delivery team at Service New Brunswick (SNB), Government of New Brunswick.
- WORK MODEL: The successful contractor(s) will be able to work remotely. All work must be performed from within Canada in accordance with network and data security policies. SNB may require a minimum of 1 site visit for this engagement, however, unlikely for out-of-province contractors. Applicants must be legally authorized to work in Canada (e.g., Canadian citizen or permanent resident). Standard hours are 8:15 AM to 4:30 PM Atlantic Time, Monday to Friday, excluding observed holidays. Regardless of location, the contractor must adhere to these Atlantic Time business hours.*

As the Change Manager, you will play a pivotal role in supporting this transformation. You will be responsible for shaping and executing change management strategies that ensure the smooth implementation and adoption of new technologies and processes. Your work will involve proactive communication, managing the organizational impact of change, and driving engagement among SNB Technology Services employees, client departments and New Brunswick residents. Through your leadership, you will help build a culture that embraces innovation, resilience, and continuous improvement across GNB.
The Government of New Brunswick (GNB) is undertaking a Digital Trust initiative to modernize how residents securely access government services through a unified, privacy respecting digital credential experience. The goal is to provide a consistent, user friendly digital mechanism that can reliably verify customer identities prior to and during the provisioning of services. One of the key business drivers for this is customer feedback highlighting a strong desire for a more streamlined experience that removes the need to repeatedly re enter information when accessing different government services.
The initiative is being delivered using and iterative and incremental approach, beginning with a proof of concept / minimum viable product (MVP). The initial MVP is currently underway. The purpose of the MVP is to demonstrate value, usability, and feasibility for a single service, while generating insights and confidence to inform expansion to additional services in future phases.
This initiative represents a significant transformation impacting technology platforms, business processes, service delivery models, and stakeholder interactions across government departments, external partners, and New Brunswick residents.
Tri-global is seeking a qualified Change Manager to support the people, process, and communications aspects of this initiative. Successful delivery depends on effective organizational change management to support adoption, manage impacts, and ensure readiness across business, technology, and enforcement communities. Strong change management and proactive engagement are also essential to building public trust and a positive perception of the Digital Trust initiative, which will directly influence its credibility, acceptance, and ability to scale into additional service areas such as healthcare and motor vehicle services.
- *DESCRIPTION OF SERVICES**
The Change Manager will be a critical enabler of success in the Digital Trust initiative. By focusing on the people side of change, this role ensures that technological advancements are matched by strong engagement, capable teams, and seamless service continuity for residents.
The Change Manager will work closely with program leadership, technical teams, business stakeholders, and external partners to ensure that organizational impacts are identified, communicated, and addressed throughout the project lifecycle.
The Change Manager will be responsible for supporting change readiness, adoption, and sustainment activities related to the Digital Trust initiative, including but not limited to the following:
Change Strategy and Planning
- Develop and maintain a change management strategy aligned with the Digital Trust project objectives and delivery roadmap.
- Assess organizational readiness and identify change impacts across affected stakeholder groups.
- Establish mechanisms to monitor adoption, risks, and resistance.
Stakeholder Engagement
- Conduct stakeholder analysis to identify impacted internal and external audiences.
- Develop and execute stakeholder engagement approaches to support awareness, understanding, and participation.
- Facilitate collaboration between business, technical, operational, and service delivery teams.
Communications
- Develop and maintain a communications plan tailored to multiple audiences.
- Create clear, consistent messaging related to project purpose, progress, impacts, and benefits.
- Coordinate communications timing and channels with project milestones.
Training and Readiness Support
- Identify training and enablement needs resulting from new or changed processes and technologies.
- Support the development of training approaches, materials, and sessions as required.
- Work with project and business teams to ensure readiness prior to key release milestones.
Adoption and Sustainment
- Support transition activities from project delivery to operational use.
- Contribute to sustainment planning to ensure that changes are embedded into day to day operations.
- Gather feedback and lessons learned to inform future phases of the Digital Trust initiatives.
- *DELIVERABLES**
The Change Management specialist will be responsible for the development and management of project deliverables such as:
Change Management Strategy and Plan:
Develop and deliver a comprehensive change management strategy and implementation plan for the Digital Trust. This should outline change objectives, approach, stakeholder segments, risk areas, and change roadmap aligned with project milestones.
Stakeholder Engagement and Communications Plan:
With the support and collaboration of the Communications and marketing team help build a stakeholder engagement and communications plan that ensures timely, clear, and consistent messaging to all affected groups — including executives, technical teams, front-line employees, clients and the public.
Training and Reskilling Framework:
Design a reskilling and training framework for staff impacted by this initiative, including the development of a service framework to enable sustained adoption. This includes identifying skill gaps, collaborating with HR and technical leads to develop training content, and ensuring readiness of teams to adopt new tools and processes.
Organizational Change Impact Assessment:
Conduct a structured impact assessment to identify how changes will affect roles, responsibilities, business processes, service delivery, and client interactions. This includes defining high-impact areas and mitigation strategies.
Readiness and Adoption Metrics Dashboard:
Develop tools and metrics to measure organizational readiness and change adoption throughout the program. Provide regular updates and reports to leadership on progress, barriers, and recommended interventions.
Risk and Resistance Management Plan:
Identify potential areas of resistance and develop a risk mitigation strategy to address concerns, objections, and change fatigue. This includes feedback loops, change agent networks, and escalation paths.
Public Impact Mitigation Strategy:
Identify how the implementation and operation of the Digital Trust initiatives and capabilities may affect public facing services and user experiences. Develop mitigation strategies to minimize disruption, ensure continuity of access to critical services, and provide clear, timely, and accessible communications to support resident understanding, confidence, and adoption.
Change Leadership Support Package:
Provide tools, talking points, and coaching for executive sponsors, senior leaders, and managers to help them act as change leaders within their areas of influence. Empower leaders to drive cultural and behavioral changes, which may include support for internal communications and external outreach activities such as news releases or media engagement, where appropriate.
Change Management Integration with Project Delivery:
Ensure change management activities are fully integrated with the broader program management and cybersecurity implementation plans. Participate in cross-functional meetings and synchronize timelines, deliverables, and communications.
Sustainment and Transition Plan:
Develop a post-implementation sustainment plan to embed changes into day-to-day operations. This includes hand-off plans to business owners, reinforcement mechanisms, and long-term support strategies.
- *MANDATORY REQUIREMENTS**
- the proposed resource must meet or exceed one of the following combinations of education or certification and experience in the resource role:
- Bachelor’s degree in a relevant field (e.g., Business Administration, Organizational Change, Information Technology, or a related discipline) OR
- Two (2) Year Community College Diploma with relevant years of experience (Yes or No)
- Proponents must demonstrate a minimum of five (5) years of experience acting as a lead Change Manager on medium to large-scale transformational projects within complex environments. These projects must meet the following criteria:
- Span across multiple business units and/or stakeholder groups.
- Involve coordination with more than eight (8) direct project participants. The demonstrated experience must reflect the Proponent’s ability to lead organizational change initiatives in high-impact, cross-functional programs – preferably within cybersecurity, technology, or other security-sensitive domains. (5 years+)

- *SCORED REQUIREMENTS**
- Enterprise Change Experience: Demonstrated experience leading complex, organization-wide change initiatives in multi-stakeholder environments. (5 years+)
- Facilitation & Leadership in Cross-functional Teams: Demonstrated experience leading cross-functional teams, facilitating workshops, and aligning diverse groups to change objectives. (5 years+)
- Organizational Readiness & Adoption Planning: Demonstrated experience with assessing organizational readiness, adoption tracking, and measurement of change effectiveness. (5 years+)
- Stakeholder Engagement & Communications: Demonstrated experience or ability to develop and execute stakeholder engagement strategies, including internal/external communications to support effective change and adoption. (5 years+)
- Client Impact & Risk Mitigation Planning: Proven ability to anticipate and mitigate service delivery impacts to clients during change. Includes risk identification and planning. (5 years+)
- Workforce Reskilling Leadership: Demonstrated experience leading or supporting workforce reskilling, capability building, or talent transition efforts as part of change initiatives. (3 years+)
- Public Sector Environment Experience: Demonstrated experience managing change in large public sector organizations, preferably in the technology or cybersecurity space. (3 years+)
- IT Transformation Experience: Demonstrated experience delivering change in IT modernization, digital transformation or cybersecurity projects. Demonstrates knowledge of technical impacts on people and processes, including experience supporting IT initiatives that directly impact the public. (3 years+)
- Change Management Certification: Certification in a recognized change management methodology (e.g., PROSCI, ADKAR, Lean Change Management) is an asset. \*Must provide copy of certification.(Yes or No)
