Overview

We are seeking an experienced Senior HR & Payroll Specialist to join our dynamic team. Reporting to the Director of Finance & Human Resources, the Senior Human Resources & Payroll Specialist is responsible for the end-to-end administration of payroll and provides support across a broad range of human resources functions. This role ensures accurate and timely payroll processing while maintaining compliance with applicable federal and provincial legislation. The incumbent also supports HR administration, employee benefits, reporting, and continuous process improvement.

Responsibilities

Payroll Administration

  • Manage the complete payroll cycle for hourly, salaried, and commissioned employees across multiple provinces.
  • Collect, validate, and process payroll information to ensure timely and accurate payroll processing.
  • Maintain payroll records and employee files, including new hires, employee changes, and terminations.
  • Ensure compliance with all applicable payroll legislation, company policies, and collective requirements, where applicable.
  • Administer payroll adjustments, retroactive payments, commissions, bonuses, and other special payments.

Payroll Compliance & Administration

  • Process Records of Employment (ROEs), garnishments, wage assignments, salary increases, terminations, and various employee leaves.
  • Prepare and remit statutory deductions and government remittances.
  • Prepare year-end payroll documentation, including T4s, RL-1s, and other required tax forms.
  • Respond to inquiries from government agencies, auditors, and internal stakeholders.
  • Maintain payroll records in accordance with legislative retention requirements.

Human Resources Administration

  • Administer employee vacation, statutory holidays, sick leave, personal leave, and other leave entitlements.
  • Support the onboarding and offboarding process, including employee documentation and HRIS updates.
  • Coordinate employee benefit enrollments, changes, and terminations.
  • Validate invoices related to group insurance, retirement savings plans, pension plans, and other employee benefit programs.
  • Act as a liaison with benefit providers and participate in periodic plan review meetings.
  • Assist with the administration and interpretation of HR policies and procedures.

Reporting & Financial Support

  • Prepare payroll, HR, and workforce reports for Finance, Human Resources, and senior management.
  • Support month-end and year-end financial close activities by preparing payroll reconciliations and journal entries.
  • Assist with payroll audits and ensure the integrity of payroll data.
  • Generate ad hoc reports and analytics as required.

Employee Support & Continuous Improvement

  • Serve as the primary point of contact for employee payroll inquiries.
  • Provide guidance to managers and employees regarding payroll policies and procedures.
  • Identify opportunities to improve payroll and HR processes, systems, and controls.
  • Participate in HR and payroll-related projects, system implementations, and process improvements.

Qualifications

  • Payroll Compliance Professional (PCP) designation; PCP certification required or in progress (an asset).
  • Bachelor's degree or college diploma in Human Resources, Accounting, Business Administration, or a related field.
  • Minimum of five (5) years of progressive payroll experience, preferably in a multi-provincial environment.
  • Strong knowledge of Canadian payroll legislation, employment standards, and payroll compliance, particularly in Québec.
  • Experience with ADP Workforce Now or a comparable payroll system.
  • Advanced proficiency in Microsoft Office, particularly Excel.
  • Bilingual (French and English), both spoken and written.
