KATALIS Phase II ) is a partnership between the governments of Australia and Indonesia, funded by the Department of Foreign Affairs and Trade (DFAT), and implemented in collaboration with the Government of Indonesia. The program strengthens bilateral economic engagement under the Indonesia-Australia Comprehensive Economic Partnership Agreement (IACEPA) through two mutually reinforcing pillars:
Pillar 1: IACEPA institutional architecture & policy reform (secretariat and implementation support).
Pillar 2: Skills, Businesses & Inclusive Growth, including the KATALIS Phase II Business Partnership Fund (KBPF) to test, scale, and commercialise inclusive, climatesmart business models with Indonesian SMEs and Australian partners.
Purpose of the Position
Under the direction of the Operations Lead, the Contract and Procurement Manager is accountable for the strategic and operational management of all program procurement and contracting. This role ensures that all goods, technical services, and sub-agreements are procured in strict accordance with KATALIS Phase II manuals, Palladium policies, and DFAT regulations.
The Manager is responsible for achieving the best possible Value for Money (VfM) while ensuring that procurement processes remain transparent, ethical, and highly efficient. A critical component of this role is managing the complex contracting requirements of the Business Partnership Fund (KBPF) and providing technical guidance to ensure the integrity of the competitive process. Additionally, the Manager provides direct supervision and mentorship to the Procurement Team, overseeing their daily functions and professional development.
Primary Responsibilities
Under the direction of the Operations Lead, the Contract and Procurement Manager will :
- Strategic Procurement Planning: Design, develop, and implement the Procurement Program Manuals and annual procurement plan to support both technical pillars and the KBPF.
- Sourcing & Vendor Management: Strategize and negotiate with suppliers and partners to acquire cost-effective deals that meet DFAT's VfM principles.
- Bid Process Leadership: Lead the bid solicitation process, including drafting Requests for Proposals (RFPs), establishing evaluation criteria, and chairing evaluation committees. Making sure authorization by Delegation of Authority (DOA) is documented in the procurement document as required
- Contract Negotiation & Drafting: Analyze, negotiate, and prepare complex contractual agreements and sub-awards, ensuring terms and conditions protect program interests and comply with the Head Contract.
- Compliance & Due Diligence: Perform thorough due diligence on all partners, consultants, and vendors, maintaining a database of qualified suppliers.
- Approval Coordination: Work with the Operations Lead to secure DFAT approvals for high-value procurements (e.g., those exceeding AUD 100k or delegated thresholds).
