About the Role

Community Collaboration of Delaware (CCD) is seeking a Program Manager to lead a high-impact, community-based initiative focused on addressing substance use disorder through outreach, harm reduction, and coordinated response with law enforcement.

This role will oversee implementation of the Seaford Community Opioid and Substance Use Disorder Response Initiative (SCORI), a partnership between CCD and the Seaford Police Department that utilizes a deflection model to redirect individuals from arrest into treatment and recovery services.

This is a hands-on leadership role that combines program management, field-based outreach oversight, staff supervision, and coordination with law enforcement and community partners.

What You’ll Do

  • Lead day-to-day implementation of a grant-funded outreach and deflection program
  • Supervise and support Certified Peer Recovery Specialists (CPRS) providing field-based services
  • Coordinate outreach and engagement efforts in high-need areas, including harm reduction activities such as naloxone distribution
  • Work closely with the Seaford Police Department to support co-response efforts and diversion from arrest to care
  • Build and maintain relationships with treatment providers and community organizations
  • Oversee “warm hand-off” referrals to treatment and recovery services
  • Ensure accurate, timely data collection and reporting (including use of electronic data systems)
  • Plan and oversee community workshops and overdose prevention trainings
  • Monitor program performance and ensure alignment with grant expectations

  • A traditional office-based program management position
  • A clinical or counseling role
  • A passive administrative role

Required Qualifications:

  • Supervisory experience (minimum 1 year)
  • Experience in community-based services, outreach, behavioral health, or related field
  • Strong organizational and leadership skills
  • Ability to manage multiple priorities in a dynamic environment
  • Valid driver’s license and reliable transportation

Preferred Qualifications

  • Experience with harm reduction, substance use disorder, or recovery support services
  • Experience working with justice-involved populations or in collaboration with law enforcement
  • Program management experience
  • Lived experience in recovery (strongly valued)
  • Bachelor’s degree in a related field (Associate’s degree with relevant experience will be considered)

Compensation

Salary range: $50,000 – $60,000 (commensurate with experience)
