The Opportunity
The City of St. John’s is currently accepting applications for one (1) Full-Time Permanent Junior Transportation Systems Engineer within the Department of Planning, Engineering, and Regulatory Services. Reporting to the Manager of Transportation Engineering, this position plays a key role in the planning, design, analysis, and operation of the City’s transportation systems. The Junior Transportation Systems Engineer contributes to the development of safe, efficient, and sustainable transportation networks that support mobility, growth, and quality of life for residents and visitors.
Accountabilities
- Assisting in the planning, design, and operation of municipal transportation systems, including intersections, roundabouts, active transportation infrastructure, and traffic control devices
- Supporting the development of transportation master plans and transportation-related policies through research, data collection, and analysis
- Conducting traffic data collection and assisting with operational assessments of intersections and roundabouts under the guidance of senior staff
- Reviewing development applications for transportation-related considerations and providing preliminary technical input
- Assisting with the interpretation and application of transportation-related policies, standards, and guidelines
- Supporting the preparation of terms of reference for transportation studies and coordinating with consultants as required
- Assisting in the preparation of technical reports, briefing notes, and presentations for internal and external stakeholders, including Council and committees
- Providing support in responding to traffic-related inquiries, including traffic calming, signage, road safety, parking, and signal operations
- Participating in site visits, field reviews, and data collection activities to support transportation studies and projects
- Staying current with applicable industry standards, codes, legislation, and best practices, with support for ongoing professional development

Qualifications
- Degree in Civil Engineering from a recognized university. Transportation related courses will be considered an asset.
- Eligibility for registration as an EIT or P.Eng. with PEGNL, or with an equivalent engineering association in another province.
Experience
- Minimum of two (2) years of relevant transportation engineering experience, including co-op experience
- Completion of transportation engineering–related university courses; advanced or specialized coursework is considered an asset
- Knowledge of transportation engineering principles, including roadway and intersection design, active transportation infrastructure, traffic control devices, and multimodal planning
- Familiarity with municipal transportation planning processes, including feasibility studies, corridor studies, and transportation master planning
- Experience or exposure to transportation modelling software (e.g., VISUM, Vissim, Vistro, Synchro, SimTraffic, and/or SIDRA) and design software such as AutoCAD is considered an asset
- Strong analytical and problem-solving skills, with the ability to interpret data and support technical assessments
- Effective written and verbal communication skills, including the ability to clearly present technical information
- Ability to build and maintain positive working relationships with internal and external stakeholders
- Demonstrated ability to apply sound judgment with support from senior staff
- Collaborative mindset with a willingness to learn, take direction, and grow under the guidance of senior team members
- Interest in continuous learning and staying current with transportation engineering practices, standards, and emerging trends
Hours of Work
The regular hours of work are 9:00 - 4:30 pm, Monday - Friday, for a total of 33.75 hours per week.
The incumbent may be required to work outside regularly scheduled hours due to operational requirements.
The City of St. John's has a flexible work protocol which may apply to this position and is entirely operationally dependent.
